Instituted Management Staff Assistance Visits to districts to bring consistency to District operations. Developed an administrator’s guide to management support.

ACDE was composed of civilian educators, while the DEC is composed of general and flag officers. Develop annual DoDEA performance contract with the Defense Management Council. Oversee Non-DoD school program; directed a program assessment to eliminate disparity between Headquarters, DoDDS-Europe, and DoDDS-Pacific program administration. Managed a DoDEA employee morale survey resulting in several immediate changes (such as implementing a DoDEA Wellness Program-subsidized health club membership, metro subsidies, and cafeteria renovations) and long term recommendations including leadership training.
