Back at running the company I started in 1999 where S&A performs engineering and consulting services as a 1099 company when not performing W-2 related work when requested by a client. The company performs procedure writing services, quality assurance engineering and performance analyses, work process evaluations, configuration management, and develops software computing solutions for statistically analyzing and graphically displaying corrective actions needed to address identified engineering problems. The company is also involved in oil, movie, and gold ventures.

Empyrean Project Manager over the resolution of over 4000 boxes of backlog records that needed to be indexed, scanned, electronically stored and the originals destroyed. This records backlog occurred after San Onofre Nuclear Generating Station shut down in 2013 permanently after experiencing a number of steam generator tube leaks. As Project Manager my responsibility was to develop a Project Plan to pull all the elements of the project together which included developing a Compliance Matrix that identified all SCE regulatory, industry and business requirements and associated retention times required by those requirements in a table format to address historical records and a path forward for all new decommissioning records, updating the current SONGS records retention schedule and retention requirements, conducting a thorough review of current SONGS procedures and processes governing records management, Reviewing all currently active Records Processing Agreements (RPAs) warehoused at SONGS, evaluating the current SAP-based electronic document management system (EDMS), including input devices (e.g.; scanners, etc.) to ensure compliance with Nuclear Regulatory Commission document RIS 2000-18, “Guidance on Managing Quality Assurance Records in Electronic Media,” and to evaluate alternatives to store decommissioning records which provides easy, efficient, and secure access to support the decommissioning project, and (6) to assemble a staff to process 4000 boxes of records and to then turn the processing portion of the project over to a Records Management Supervisor. The project is estimated will take one year to complete ending around September 30, 2016. My 3 month assignment ended in December 2015.

Working through Empyrean Services served as a project support analyst for the Supplier Compliance (SC) Director responsible for performing technical evaluation (TE) surveillance of supplier provided documentation packages for completeness and adequacy; assessing if SC provided TE responses were adequate for TE closure or due date extension; assessing if supplier provided technical evaluations to SC generated CRs addressed identified supplier compliance surveillance issues; prepare trend reports to identify degrading supplier performance issues; attend CAP meetings representing SC interests; facilitate the closing of SC CRs within 14 days of due date; provide key attributes for QA to conduct supplier surveillances; provide key attributes to CMPS; and to perform the functions of training coordinator for the SC department.

Working as the Corrective Action Program Coordinator for the Procurement Group (CAPCO-PR) to investigate, resolve, establish corrective actions and coordinate the correction of deficiencies in the URENCO USA Procurement Program. The position also required performing apparent cause and root cause evaluations, as necessary, to determine the root or apparent cause corrective actions to prevent recurrence of identified procurement programmatic and implementation deficiencies; and the preparation of all procurement procedure changes required.

At Diablo Canyon Nuclear Plant prepared and upgraded plant procedures to current plant procedure writing standards, to address outstanding procedure change requests and condition reports against these procedures, and to make other identified improvements in technical guidance. Responsibility also required preparing support documentation for the proposed change, which includes 10CFR50.59 Safety Screens. Served as the Corrective Action Program Coordinator for the URENCO USA (UUSA) Procurement Group (CAPCO-PR) to investigate, resolve, establish corrective actions and coordinate the correction of deficiencies in the URENCO USA Procurement Program.

Licensing Project Manager over the preparation of the Environment Report in developing a combined (construction permit and operating) License (COL) in accordance with 10CFR52 for the Entergy River Bend Station (RBS) new Unit 3 ESBWR through Black and Veatch Corporation (B&V). This included providing Licensing, Compliance, and Technical Specification related services and developing the procedures, schedule, training of all B&V personnel, creation of performance metrics for the project, and providing project progress status and reporting to Entergy and B&V project management. The COL Application for the RBS 3 ESBWR was submitted on September 25, 2008 and has been accepted by the NRC for docketing purposes.
