On long term assignment as a project manager and construction manager for the San Diego County Regional Airport Authority. Responsible for terminal improvement projects, airfield paving projects, and future development. Specific projects have involved airfield paving, aircraft arresting systems, airfield lighting systems, boarding bridge renovations, baggage handling systems, HVAC, roof replacements, electrical system upgrades, and renovation projects in support of the new terminal development.

Extensive experience in facilities engineering, planning, assessment and management, particularly involving Federal and international regulatory requirements. Also experienced with environmental and facility management contracts, managing projects for U.S. Department of Defense and U.S. Navy facilities worldwide. Construction management-related experience includes projects for the U.S. Navy and the U.S. Air Force worldwide. Accomplished environmental engineer, managing complex projects for U.S. Air Force installations worldwide. Accomplishments include developing new systems to match client requirements to facility capabilities and condition, leading large groups of inspectors in assessments of many facility types on a wide variety of installations, and developing successful business relationships with a diverse public sector client base.

Commanded squadron of 168 personnel, the largest Air Force Reserve Command Civil Engineer unit. Oversaw management/effective operations of all unit programs. Ensured unit members were fully trained/equipped to meet mission capability statement and be able to deploy worldwide on short notice. Established in-house and annual training plan; prioritized work and ensures all activities are accomplished for four engineering flights including Prime Base Engineer Emergency Force (BEEF), Fire Fighters, Explosive Ordnance Disposal and Emergency Management. Led the 452 Air Mobility Wing Emergency Operations Center during the January 2013 Operational Readiness Inspection. Lauded for assuming the leadership role three days before the start of the exercise, and sustaining combat support operations throughout the exercise. Oversaw eight squadrons and over 1,000 airmen. Deployed to Afghanistan in support of Operation Enduring Freedom. Assigned to US Forces – Afghanistan headquarters as part of the Joint Engineer directorate. Planned 58 Afghanistan National Army units including kandaks, engineer battalions, and airfield facilities.

Led a highly motivated group of Officers and Senior NCOs responsible for motivating and training one of the “Premier” Civil Engineer units in AFRC. Highly skilled and professional teams have received numerous citations and awards for deployments in support of Air Expeditionary Force backfill and Operation IRAQI FREEDOM. Assisted the unit Commander in training, organizing, and equipping the 174 assigned personnel to support aircraft operations at home base and deployed locations around the world. Directly supervised four Company Grade Officers and two Senior NCOs responsible for coordinating man-power needed to execute high priority maintenance, repair, and construction projects to support base operations for March Air Reserve Base; and all unit contingency operations training. Directed a 15-person Contingency Training Staff and 30-person EET which implements Prime Base Engineer Emergency Force (BEEF), Explosive Ordnance Disposal, firefighter, readiness, and weapons training, and command and control exercises required for combat field operations.

Responsible for a 250 person Civil Engineering Squadron providing engineering design, project programming, construction/contract oversight, emergency management, explosive ordnance disposal, and fire fighting capabilities for Hill Air Force Base, UT. Provided facility engineering, design services, construction management, project programming, master planning, utility planning, maintenance planning, facility assessment, emergency management planning and organization, housing management, worldwide explosive ordnance disposal, fire fighting, fire inspection services, and air operation range management services.

Responsible for project management and facilities engineering business development. Led large teams of facility inspectors evaluating US Navy and Defense Logistics Agency installations worldwide. Managed teams of inspectors for several private sector clients in southern California. Developed new business with local municipal organizations.

Senior project manager in the facilities engineering division for TEC, Inc. (Now Cardno). Oversaw facilities planning, assessments, and engineering projects and teams at over 125 client locations worldwide. Client base included US Navy, United States Marine Corps, United States Army, Coast Guard, NASA, Department of Homeland Security, and many other public and private sector agencies. Responsibilities included evaluating client operations, assessing asset management practices, evaluating facilities and infrastructure, scope development, cost estimating, project planning, maintenance, repair and capital improvement budget analysis, and development of web-based asset management solutions. Also served as the Solana Beach office manager, responsible for employees of all four of TEC's business lines.

Supervised 14 construction inspectors in a $50M program that included numerous mission-related new construction, utility, renovation, and beautification projects. Specialized in bringing difficult projects to completion including renovation of base recreation center, construction of new environmentally-sensitive corrosion control facility, and construction of jet engine test facility. Recognized expert in host nation construction regulations and labor practices.Directed the USAF-best base environmental flight. Developed and implemented pollution prevention plans, asbestos abatement and maintenance projects, hazardous material management and disposal, site characterization projects, and host nation community relations advisory services. Represented the United States at regional environmental working groups with local Mayors and District leaders, handling sensitive concerns with noise abatement, pollution prevention, and spill response.. Developed an environmental handbook to inform the base population about complying with German environmental laws reducing individual infractions by 50%.

Supervised 5 person branch including three NCOs and two civil servants. Led the implementation of squadron work management computer system saving over 2,000 hours of work order administrative time. Prepared cost estimates and economic analyses in support of military housing program replacing 30 year old substandard housing with modern units. Led 65 person strategic aircraft recovery team.
