Project Manager with overall responsibility for upgrading and expanding the Client’s water treatment facilities at a manufacturing facility located in Israel. The design-build project was executed as a Joint Venture with a local construction firm to create best value for the client. As the Joint Venture Project Manager, responsible for coordinating local contractors and overseas vendors to ensure the project is delivered as required by the contract. In addition, close coordination with Client staff of construction activities is required to avoid impacting ongoing operations.

Colorado, United States

Program Construction Manager for a $880 million water delivery system that included 50 miles of pipelines, pump stations and a 50mgd water treatment facility. Utilized continuous value management practices, such as commodity-driven forecasting, leveraging a competitive bidding climate, alternative delivery models and innovative field solutions to reduce the project costs and deliver the system on schedule.

New Jersey, United States

Project Director for the construction, start-up and initial operation of a groundwater treatment plant. The plant utilizes biological and mechanical treatment processes to remove industrial contaminates prior to discharge to the local municipal wastewater treatment facility. The project was executed on a fast-track basis to meet the Client’s requirements, including procuring packaged systems for the biologic process and solids dewatering equipment. Due to the success of MWH’s work, the Client extended MWH’s operational period of the facility.

Responsible for closing out and resolving claims made by subcontractors and vendors on construction projects. Evaluated and assessed the merit and quantum of claims and request for additional compensation. Prepared analyses and reports for legal counsel. Worked with inside and outside counsel to develop strategies for resolving the issues in the most cost-effective manner to reach resolution prior to court proceedings.

West Bank (Palestine)

Overall responsibility for 10 task orders involving over 25 individual projects. Project includes a full range of multi-discipline engineering design and construction management services. Provides support to the Palestinian Authority’s plan to improve delivery of essential services, and to increase the stability and prosperity of its people. Oversees all water sector construction work as representative for USAID including contractual, administrative, and technical issues of various multi-discipline infrastructure projects including storm water and wastewater collection/treatment/reuse systems and water treatment. Provides feasibility studies, site surveys, geotechnical investigations, master planning, conceptual designs, environmental studies, project reports, plans, specifications, final designs, and cost estimates. Reviews contractors’ schedules and budgets to ensure on-time completion within budget and submitting periodic reports to USAID after site inspections to outline the progress of work and the value of work’s completed. Improved and provided discipline to the water sector construction management team. Managing construction changes within USAID funding limits. Managing staff resources to effectively deploy them in support of construction activities. Advising USAID of claims asserted by construction contractors.
