Responsible for the operations of homeless outreach and a range of supportive housing facilities from entry-level shelters to permanent rental housing, as well as supportive services including health care, education and employment and drug/alcohol rehabilitation. Developed and monitored data and other indices necessary to evaluate program performance.

Conducted comprehensive planning analyses and prepared comprehensive master plans and zoning ordinances. - Planned Plainsboro Village Center, a mixed use, pedestrian-oriented development that was the centerpiece of Plainsboro’s smart growth initiative.- Received 2008 NJ Future Smart Growth Award for Plainsboro Village Center Plan.- Planned and preserved land that now constitutes the Plainsboro Preserve, a 1,000 acre nature preserve with an accompanying Environmental Education Center. - Spearheaded land preservation initiative that resulted in the preservation of 50% of all land in Plainsboro.

Township of Lawrence, New Jersey 1989 - 1993Director of Community Development Directed the Divisions of Planning & Redevelopment, Construction Code Enforcement and Engineering. Provided staff support to and facilitated the decision making of Planning Board Zoning and Board of Adjustment. Conducted comprehensive planning analyses, prepared master plan changes and zoning ordinances. - Successfully reorganized department, improving coordination of regulatory activities among divisions.- Negotiated advantageous settlements of longstanding land use litigation affordable housing. - Implemented Geographic Information System.

Analyzed and coordinated the establishment of the department’s position on proposed federal and state legislation and regulation; drafted and advocated legislative initiatives on federal and state levels. Testified before state legislative committees and negotiated proposed legislation with other stakeholders. - Authored and advocated for passage of Transplan, a groundbreaking three-bill legislative initiative, providing important tools for planning and growth management: 1.) enhanced authority to manage road access, 2.) enabling authority to assess impact fees in growth areas and 3.) revisions to state planning statutes to provide a more regional approach to the planning process. Efforts resulted in the passage and implementation of road access and impact fee legislation.- Coordinated Department’s role in newly enacted state planning process, which resulted in the first State Development and Redevelopment Plan.

Served as governor’s representative to the Port Authority of New York & New Jersey. Advised Governor on the actions of the Port Authority board, the authority’s budget, capital program and all business areas. - Assisted in negotiation of bi-state agreement between authority, New Jersey and New York guiding multi-billion dollar authority investments in capital projects including the launch of Hudson River ferry service, upgrades to New Jersey’s ports and construction of a rail extension to Newark International Airport.

Instructed “Introduction to Land Use Planning” an undergraduate course that introduced students to the economic and public policy underpinnings of land use, planning studies and analysis and plan formulation and evaluation.

Responsible for housing, recreation, transportation and historic preservation planning. Conducted planning analysis, plan preparation and project implementation. Provided staff support to Planning Board, Zoning Board of Adjustment and Historic Preservation Committee.- Conducted citywide “redlining” study; findings supported federal intervention to address discriminatory lending practices. - Developed innovative Historic District Zoning ordinance preserving character of designated historic neighborhoods.- Planned and secured funding for the rehabilitation of Hannah Atkins Park and Bryant Park.
