Commercial Litigation Practice Group, bringing a nuclear regulatory practice to a 750-lawyer firm that currently represents utilities and DOE contractors. Work included performing contractor support at Los Alamos National Laboratory, representing clients in commercial litigation and NRC hearings, reviewing NRC submittals, and negotiating commercial contracts for power plant components and nuclear fuel.

Energy Practice Group, representing clients before federal agencies on energy matters; interpret federal and state laws governing nuclear facilities and electric utilities; and support energy-related litigation. Experience includes:- Providing guidance to utilities with facilities under regulatory scrutiny, including strategic planning, regulatory communications advice, and development of license amendments; - Preparing documents (e.g., contracts, power purchase agreements, and license transfer applications) and providing guidance to power plant sellers and purchasers; and- Working on trial teams litigating energy regulatory issues in federal court, before the NRC and Federal Energy Regulatory Commission (FERC).

Represented clients before federal and state agencies on energy matters; interpreting laws governing utilities; supporting litigation matters in federal court; and licensing matters before the NRC. Experience includes:- Providing advice on compliance with DOE regulations, including evaluation of Price Anderson Amendments Act programs and strategic advice regarding response to enforcement;- Providing guidance to electric utility clients with facilities in states undergoing de-regulation, providing advice regarding decommissioning cost recovery, stranded costs, and reorganization;- Representing clients in NRC enforcement conferences and conducting related investigations;- Advising clients regarding technical submittals to the NRC, including license amendment requests, emergency plan reviews, power upgrade requests and license renewal applications; and- Drafting memoranda interpreting statutes and regulations impacting clients’ operations.

As Staff Counsel, represented the Company in litigation, labor, and contractual matters before federal and state courts and agencies, and oversight of outside counsel. Specific experience includes:- Representing the client (the company and members of management) during government investigations (conducted by the U.S. Department of Labor and NRC investigators); and- Performing litigation oversight and assistance for matters before state administrative agencies, as well as in state and federal courts.Prior experience as a Licensed Senior Reactor Operator/Fuel Handling Supervisor/ Principal Instructor. Oversaw all facets of power plant operations at LaSalle County Nuclear Station, supervised and taught nuclear plant operations personnel.
