Responsible for citywide financial transactions including general accounting, A/P, Successor Agency, Water/Sewer utility, citywide budget development and administration, debt issuance and management. Inspite of City having no credit rating and being 3 years in arrears in issuing its annual financial reports, issued limited placement lease revenue refunding bonds at very attractive interest rates. Developed strategic plan to address the City's many infrastructure needs. Created the City's first citywide fee resolution, to increase revenues and bring the city into compliance with State law. Completed the 2014 annual financial report and initiated work on the 2015 report. Hired and managed the outside forensic audit team responsible for determining losses resulting from theft by an employee of the elected City Treasurer's Department ($3.7 million). Dealt with long-standing Controller Department employee disciplinary issues and significantly streamlined the workflow. Also served in the role of internal financial adviser on a myriad of outstanding legal and tax-related issues related to previously issued City and RDA bonds.

Managed the day-to-day operations of the City, including directly managing the finance department. All City departments reported directly to me. Refunded and restructured the City's debt, financed upgrades to city water, sewer, streets, computer systems, facilities and other infrastructure. Brought all financial reporting into compliance, streamlined City operations, took on multiple duties from ineffective managers, developed policies designed to keep the City in compliance with federal, state and local rules, regulations and laws. Saved the City millions of dollars by restructuring its debt, streamlining operations, and by providing oversight management and direction to the labor negotiations process.

Responsible for all financial activities of the City. Restructured and refunded Pension Obligation Bonds and Redevelopment Agency bonds at significant savings. Determined method that was in compliance with then redevelopment law to use prior issue bond proceeds to construct new administrative (city hall) facility. Played key role in selection and installation of city-wide information/financial management computer system.

Responsible for all financial activities of the City including general City government (Police, Fire, Public Works, etc.), the Port of Long Beach, Water & Gas utilities, the Long Beach airport, and Redevelopment Agency. Directly structured and managed the issuance of in excess of $2 billion of bonds, leases and other debt. Directly responsible for a bond and lease portfolio in excess of $4 billion, and a "AAA" rated investment portfolio in excess of $2 billion. Also directly involved in legislative development and advocacy, assisted in labor negotiations, and negotiated, managed and financed major development projects including the Long Beach Aquarium of the Pacific, Queensway Bay entertainment and retail center, Town Center retail center, Carnival Cruise Lines' terminal and parking structure and many other significant developments. Initiatives saved the City hundreds of millions of dollars.Also during this time, I was appointed by the State Treasurer to the State's Local Agency Investment Fund (LAIF) Board, where I was instrumental in developing new policies designed to enhance and safeguard investment performance on behalf of cities and agencies throughout California. Investment fund assets exceeded $50 billion.Also served on several committees for the California Society of Municipal Finance Officers, national Government Finance Officers' Association, and California League of California Cities.
