CurrentAvailable for short- and long-term assignments as interim Assistant City Manager/Finance Director/Budget Manager/Project Manager/Debt Manager/Treasurer for cities, counties, special districts and utilities needing coverage for vacant positions and/or as-needed review of agency finances, budgets, contracts, strategic plans. Financial Consultant Project Manager for City of Upland. Projects completed to date include assisting in development of a strategic plan to pay down the City's Unfunded Accrued Actuarial Liability with CalPERS; led the team that issued $15 million in Water Lease Revenue Bonds at very low rates; managed consultant studies of User Fees and Development Impact Fee updates; assisted with ARPA reporting. Interim Finance Director/Financial Consultant, City of Placentia. Directed the day-to-day operations of the Finance Department until City filled the position; thereupon I continued as Financial Consultant. Managed the bond financing teams (UW, MA, BC, etc.) for City of Placentia pension bonds; Public Safety lease revenue bonds; EIFD Tax Increment revenue bonds; gas tax refunding; Successor Agency/City COP refunding. Played a lead role in the City obtaining an Issuer ratings upgrade to A- from a BBB rating in Fall 2020, and again led the effort in 2022 that resulted in the City's Issuer rating being upgraded to AA-.
