Provides leadership, policy, guidance & technical expertise for 450 personnel throughout 12 bases and two career fields (Water Fuels Sys Maintenance and Entomology). Oversees the commands $3.1B water & fuel systems ensuring Air Force Instruction (AFI), industry and host nation compliance. Provides policy/training to meet mission requirements for 80 certified Backflow technicians. Analyzes/develops solutions for water & fuel system concerns identified during quarterly staff assistance visits (inspections).

Led 70 personnel in operation and maintenance of a 2.3M gallon wastewater treatment plant and 12 lift stations. Monitored operations of 120 oil water separators, 55 sewage tanks/grease traps and 16 rainwater retention basins. Directed maintenance of 106 fire suppression systems, 252 backflow devises and a Type IV fuels system. Managed maintenance & repair of interior/exterior plumbing, 238 fire hydrants, 5 water wells and 2 water booster stations.

Managed all activities associated with maintenance and readiness of War Reserve Material (WRM) at two strategic locations within Korea. Monitored contractors performance to ensure compliance with applicable portions of the Base Maintenance Contract (which included Maintenance, Project Planning, Project Execution and Environmental). Developed and implemented plans to rapidly receive/beddown incoming forces for exercises and contingency operations.

Supervised 34 multi crafted personnel performing maintenance and repair of 158 facilities valued at $906M. Ensured execution/completion of scheduled work orders and planned work orders involving seven crafts. Managed the installation fire/backflow shop and program ensuring life safety and Safe Drinking Water Act compliance. Complied with safety/environmental guidelines and ensured all work meet mechanical, electrical and plumbing codes.

Performed primary and alternate quality assurance evaluator duties on four service contracts valued $5.3M. Enforces contract specifications in accordance with federal laws, DOD and Air Force regulations. Provided contract oversight on multi-year and one-time service contracts. Managed costs to ensure funds were available for contracted services/emergencies. Planed/forecasted/budgeted funding for future contract requirements, new services and supplies.

Led/supervised 7 personnel in the installation, testing and maintenance of 421 backflow and 96 fire suppression systems.

Instructs Utility Systems Apprentice Course on plumbing principles for Air Force, Army and Navy personnel. Taught/supervised 400 students annually and counseled students/conducted remedial training as necessary. Performed equipment preoperational inspections; checked and performed operator maintenance as authorized. Wrote and implemented study guides, workbooks, progress checks, measurement devices and written test for the course. Taught advanced courses Bare Base Water Distribution System (w/ Reverse Osmoses Water Purification Unit) and the Backflow Certification course. Planned and coordinated mobile training course that would travel both overseas and stateside.

Install, maintain, inspect, troubleshoot, repair and modify water, irrigation and sewage collection systems. Responsible for interior utility and natural gas systems. Operated a 500K per day Waste Water Treatment Plant (held class C license in Texas) and water distribution systems (held class C distro license in Texas). Testing/maintenance of fire suppression systems and backflows.
