Robert E. Smith (Aicp) Email and Phone Number
Over 25 years of experience in local government management, wireless communications industry and consultancy. With expertise in City Management, Government Affairs, Planning, Development, Zoning and Permitting - I've served municipalities, Councils of Government, and the wireless sector across several states and regions. As an ICMA certified public manager (2015) and an AICP certified planner (2006), I am passionate about creating teams and delivering high-quality projects that exceed the needs and expectations of both the public and the private sectors. I was recently a zoning manager at DISH Network (Echostar), responsible for zoning and permitting about 700 wireless sites across AZ, NM and Western TX. I contributed to the company's mission of building the nation's first cloud-native, Open RAN-based 5G network. With DISH, I resolved conflicts with local governments and agencies, and negotiated streamlined collocations under Section 6409(a). I also developed a new collocation approach to faux palm sites and secured zoning acceptance across municipalities in AZ. Additionally, I have led the development of stealth materials for the same and assisted in mounting design of equipment to minimize visual impacts. By engaging localities early in our launch, and expediting zoning and permitting processes, I enabled my market to be a leading source of early production in the West Region. Some of the skills that I have applied and enhanced in this role include negotiations, site advocacy, government affairs, external affairs, ordinance development, and analytical skills.
