Air Combat Command’s Chief of Maintenance Policy and Programs, Headquarters Air Combat Command, Joint Base Langley-Eustis, Virginia. He is responsible for Air Combat Command aircraft maintenance management policy in support of 42,000 maintainers across three Major Commands at 34 bases. Additionally, he maintains, verifies, and validates lead command assigned aircraft minimum essential subsystem lists and policy guidance for 30 USAF aircraft platforms. Furthermore, Chief Soto provides interpretation of maintenance management policy to Air Combat Command staff, commanders, and senior leaders at all levels. Finally, he manages policy development for emergent weapons systems, missions, new logistics initiatives, and organizational proposals.

The Superintendent for the 356th Aircraft Maintenance Unit serves as the units Senior Enlisted Leader. Chief Soto advised squadron, group, and wing leadership on matters related to morale & readiness. Moreover, Chief Soto was responsible for a well-trained and deployment ready work force, specifically organizing, training, and equipping more than 250 Airmen across 7 Air Force Specialty Codes to provide 25+ safe, and reliable combat ready F-35A aircraft to combatant commanders.

The Superintendent, F-35 Requirements Division within the A5/8/9 Plans, Programs, and Requirements Directorate, Langley Air Force Base, VA. In this position, he led a highly skilled team that develops requirements and plans, maturing the F-35A weapons system to full operating capability. Furthermore, He oversaw F-35A fleet issues, coordinating with the Joint Program Office, Lightning Support Team, and Industry partners to resolve complex problems and improve weapon system reliability. The F-35 Requirements Division managed the beddown plans for 1,700+ F-35A at more than twenty locations and procurement of more than forty thousand support equipment items.
