• Led Command and Control, Communications, Computers (C4) and Cyber requirements analysis efforts for 400+ member NGB Joint Staff and 54 States and Territories supporting Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA). Coordinated all aspects of Capabilities and Requirements Generation and shepherded all documentation through the Department of Defense Joint Capabilities Integration and Development System (JCIDS).• Oversaw requirements development for the NGB IT portfolio management process. Integrated NGB unique procedures with existing DoD IT processes to increase reliability and interoperability while decreasing total cost of ownership of both Warfighting and Business Systems in a portfolio totaling more than $150M.

• Directed 350+ personnel executing an $807.7M budget to integrate secure airborne, ground and space based command and control communications and support architectures. Guided all enterprise-level capability-based planning, requirements development, systems integration and modernization. • Led a 160+ member cross-functional team conducting Joint Aerial Layer Network (JALN) Analysis of Alternatives (AoA). This $12B effort is the lynch pin of future combat communications, providing flexible, assured, prioritized connectivity in all warfighting environments across the Range of Military Operations.• Led efforts to enable decision superiority through command and control (C2) innovation, integration, and standardization of systems across air, space, and cyberspace domains. Planned, programmed, and guided enterprise-level capability-based planning, requirements, architectures, and integration of Air Force warfighting networks, combat support, and C2 systems. • Served as lead for tactical datalinks to include joint interoperability of tactical C2 systems, joint and coalition C2 interoperability data standards, air component information management, and SATCOM terminal management. Managed C2 and cyber innovation, experimentation, and transition efforts.

• Led a cross-functional and cross-organizational team of over 150 personnel responsible for requirements development, prioritization, enterprise analysis, strategy, standardization, budgeting, employment and deployment of systems & platforms that form the Combat Air Forces (CAF) Airborne Network. Successfully led a major change in Air Force airborne networking acquisition strategy to ensure communication between 5th Generation aircraft.• Visionary leadership resulted in first true enterprise approach to airborne networking, the Joint Aerial Layer Network (JALN). Broke down walls and stovepipes across systems, programs and military departments that limit synchronization of efforts to deliver enterprise systems. Defined requirements of the JALN and gained approval across the services and the Department of Defense.

• Command spokesman for requirements development and logistics support of C2ISR aircraft and ground systems assigned to Air Combat Command representing approx $15.2B. Developed operational capability requirements documents to shape program acquisition strategy. Directed day-to-day activities to develop Program Objective Memorandum (POM) inputs for assigned programs. Managed 16 Program Elements.

• Led efforts of six disparate branches with 90+ personnel. Focal point for deliberate, crisis, and adaptive contingency planning. Led cross-functional processes and represented the USAF in providing manpower and equipment solutions to Joint taskings. Directed the Contingency Action Team to source, task, deliver and track command resources. Focal point for Air Expeditionary Force (AEF) policy and validation of Expeditionary Combat Support (ECS) sourcing solutions. Led AEF Steering Group and AEF ECS Integrated Process Team.• Responsible for deployment policy development, oversight, direction and reporting using various tools including: Status of Resources and Training (SORTS), AEF UTC Reporting Tool (ART), and Joint Quarterly Readiness Report (JQRR). Oversaw all aspects of command-wide implementation of Global Command and Control System (GCCS) and Theater Battle Management Core System Unit Level (TBMCS-UL).

• Developed hardware, software and process solutions to create cutting edge information and knowledge services for more than 3,700 internal and 5,000 external customers. Transformed knowledge management in US Joint Forces Command. Managed multimillion dollar selection, procurement & installation of a comprehensive enterprise system of systems, including project/document/records/resource management, portal, and collaborative services. • Led command Information Technology (IT) governance initiative, overhauling command directives, instructions, policies, processes and procedures, to enhance knowledge centric operations. Directed efforts to decrease Total Cost of Ownership (TCO) for enterprise systems and services that resulted in estimated direct savings of over $6 million and enhanced interoperability, efficiency and effectiveness.• Led a team of 200 highly skilled technicians and engineers to provide enterprise services for over 8,000 individuals distributed across five networks, two major campuses, and more than ten separate operating locations. Analyzed, assessed and approved all Information Technology (IT) and IT services purchases for the command, totaling $36M/year. Lead for Critical Infrastructure Protection (CIP), Continuity of Operations Planning (COOP) and response to Information Assurance Vulnerability Alerts (IAVAs).

• Detachment Commander for 200+ airmen mobilized for Operations ENDURING FREEDOM and IRAQI FREEDOM. Provided leadership, discipline, and detailed administrative oversight. Deployed Operations Officer who also flew 51 Combat Sorties / 440+ Combat Hours in support of Psychological Operations. • Subject Matter Expert for Space and Information Operations and Psychological Operations for Experiment MILLENIUM CHALLENGE. Personally lauded for keen insight into the possibilities / limitations of Effects-Based Operations and the Collaborative Information Environment as they pertain to Information Warfare.

• Built and led process intervention team designed to quickly respond to quality breakdowns in credit decision systems and credit card application processing. Supervised over 50 interventions in two months, including the repair of large-scale breakdowns affecting 700,000 customers. Supervised and coordinated internal audit / regulatory compliance. • Ensured control of a division of 800 personnel involved in processing of 3.5 million credit applications per month. Led team responsible for integrating operations and process knowledge into training material to form focused instructional modules. Cut overall training time in half while improving quality of instruction and pipeline capacity.

• Strategic advisor to the Commander / Transition Manager during changeover of four of top five managers. Developed a successful strategy to acquire new aircraft.
