Chief Information Officer for New York State's $14 billion workforce agency. Responsible for technology support for all units of the Department, including Unemployment Insurance, Workforce Development, Worker Protection, Labor Standards, Research and Statistics, Special Investigations, and Labor's administrative units.A strong partner in inter-agency and inter-state collaboration efforts, especially resting on the development of Collaboratively Constructed Composite Cloud Applications as a Service (sefouras).We’re also worked in the area of legal technology to build a new legal case management system for the Unemployment Insurance Appeal Board. The effort rests on previous experience at the NYS Attorney General’s Office and on Labor’s own legacy systems. It will come to embrace the needs of all legal units in the Department, and could be a candidate for a SaaS in the Cloud.Considerable focus was given to semantic processing for workforce development requirements. One goal is to harvest information from our client’s resumes and their on-line behavior to make them more aware of opportunities for training and in the job market. Our work on building a virtual One Stop Service Center was given a boost when we formed collaborative associations with workforce programs in other new York State agencies. We are now well into the design of a multi-tiered, composite system that ranges from simple information dissemination and job search to online education and educational game development.In areas of governance and inter-agency collaboration, we made strategic advances that are unique. Leveraging and extending commercial products, we introduced SOA development metrics and public Service repositories that are unseen elsewhere.Business planning efforts made steady progress toward our three-pronged approach to system improvement: modernization, extension, and consumerization.
