Bob Wellen is a partner at Ivins, Phillips & Barker. Previously, he was Associate Chief Counsel (Corporate) of the Internal Revenue Service. He received his B.A. from Yale College (magna cum laude, Phi Beta Kappa), his J.D. from Yale Law School and his LL.M (Taxation) from Georgetown University Law Center.He began his legal career on active duty in the Navy Judge Advocate General’s Corps. Thereafter, he practiced tax law in Washington DC for more than 40 years, first with Fulbright & Jaworski (now Norton Rose Fulbright), then with Ivins, Phillips & Barker. He joined the Internal Revenue Service as Associate Chief Counsel (Corporate) in 2015. He has served as chair of the Corporate Tax Committee of the ABA Tax Section, and he is a fellow of the American College of Tax Counsel.
