Rob is Director for Innovation and Digital Policy as the African Center for Economic Transformation (ACET), a leading pan-African policy institute based in Accra, Ghana. He leads programs related to digital strategies, innovation ecosystems, digital infrastructure and skills development for the Fourth Industrial Revolution. Rob has led ground-breaking initiatives such as the first AI challenge for regional infrastructure in Africa and the first multi-country analysis of industrial innovation policy on the continent. With partners institutions he has supported the EU/AU dialogue on African and helped to inform innovative COVID-19 responses.

Provided leadership for strategy development, business model re-design and led daily operations of Vice Presidency with $50 million annual budget, programs in more than 40 developing countries and 200+ staff. Contributed to design and implementation of World Bank programs on good governance, social accountability, knowledge management, innovation and social enterprise development. Oversaw partnerships and fund-raising, including establishment of multi-donor and bilateral trust funds. Directly led the Vice-presidency through significant changes processes, including evolution to new mandates for staff and client leadership development, learning and culture change, while directly managed major staff realignments and budget reorientation. Oversaw management of units for Operations; Learning and Leadership; Communications; and Culture Change; and the World Bank Innovation Labs while serving as the key focal point for external partners, World Bank senior management, and the Board of Executive Directors.

The World Bank Institute

Managed the World Bank Institute’s regional coordination efforts, partnerships, and World Bank scholarships programs ($20 million annually) with staff in Beijing, New Delhi, Marseille, Pretoria and Washington. Contributed to major revamp of programs on health, urban development, climate change, public private partnerships, and good governance. Significantly increased programmatic donor funding while establishing strategic partnerships with Korea, Finland, and the European Commission. Led successful integration of WBI knowledge programs with World Bank operations and enhanced results impact and monitoring.

Coordinated two of the largest World Bank programs, with combined lending exceeding $2 billion per year. Led innovations in operations, including additional financing, emergency lending, and disaster response. Contributed to strategy and design for lending and technical assistance programs in energy, social protection, good governance, regional coordination and economic transformation. Simplified annual $25 million budget process and enhanced focus on results reporting, good governance and social accountability in lending programs. Advised World Bank President with responsibility for multiple regions, sectors and stakeholders. Served as Acting Director and Chief of Staff to the President for the last six months of President Wolfensohn’s term and the first weeks of President’ Wolfowitz’s term. Coordinated all aspects of the President’s agenda, including strategic engagement, communications, and interaction with shareholders, clients, the Board of Executive Directors and Senior Management.

Task leader for lending and knowledge products in Southern and Eastern Africa, including public sector projects in Kenya, Zambia and Lesotho and knowledge services in South Africa and Namibia. Piloted innovative projects for parliaments, auditors general and anti-corruption authorities. Oversaw large trust funded programs and served as the Africa Region focal point for the Heavily Indebted Poor Countries (HIPC) Assessments and Action Plans in 28 countries.
