Client projects have included:> The Kaizen Company, (a Tetra Tech Company) – USAID New Partnerships Initiative Incubator (NPII), Malawi. As a Senior Compliance Advisor, I developed training modules to address compliance with USAID/BHA rules & regulations and facilitated training in a 3-day workshop held in Lilongwe, Malawi empowering local organizations and enhancing their capacity to manage USAID/BHA funds. Remote and in-country support to Kaizen was provided May-June 2023.> Cargill Inc. As the Lead Compliance Advisor I : o Provided advice to senior project management regarding contractual mechanisms and USAID compliance requirements for sub-contracting; o Completed a review of the client's templates used for sub-contracts, sub-awards and grants, providing improvements to ensure compliance with USAID regs; o Developed a curriculum and facilitated training to Cargill’s country offices, HQ and TRANSFORM project managers & procurement staff re. procurement of restricted commodities (pharmaceutical & farming); o Developed comprehensive Guidelines for Procurement of Restricted Commodities and Services. Indonesia

Hired under an annual IDIQ Master Services Agreement to provide compliance, financial and project management support to The Asia Foundation (TAF) projects worldwide as and when needed. Assignments included:• Conducted a comprehensive compliance review of the policies and processes adopted by TAF in managing the ERAT project in Indonesia ($38.5 million USAID-IDIQ), with a specific focus on finance, procurement and HR functions, and their compliance with USAID, TAF and Government of Indonesia policies and regulations. Findings, Observations, and recommendations relating to improvements in systems, processes and internal controls were provided in a detailed report and presentation to senior management (Part-time working from Home in Thailand and 2-week site visit in Indonesia).• Conducted a review and developed a matrix detailing mandatory, conditional and discretionary flow-down clauses for Fixed Price and Cost Reimbursement subcontracts for the ERAT IDIQ (Part-time Nov-Dec 2022 working from Home).

Philippines

Hired by RTI US HQ on short-term consultancy basis, providing support to RTI’s USAID-funded ReachHealth project in Philippines specifically to develop a detailed and comprehensive Operations Manual for ReachHealth’s primary grantee, the “Philippine Society of SRH Nurses Inc. (PSORHN)”. Successfully completed a robust Operations Manual within tight project deadlines, which addressed organizational and projects’ policies, procedures and USAID compliance requirements related to Procurement, Finance, HR, Programmatic activities, IT, Security and Administration functions of both PSORHN and it’s USAID-funded projects.

Asia providing financial analysis, risk assessment and review of proposed or planned M&As, business development, expansions, diversifications and other investments. Egypt + Remote

Managed the financial reporting & planning (internal, home office and USAID), field project accounting, IT, procurement, security, HR, grants program, sub-contracts and asset management functions of the USAID-funded 5-year family planning project “Strengthening Egypt’s Family Planning Program” (SEFPP) implemented throughout Egypt. Implemented new project management software (ClickUp), network communications (Zoom), document management software (DocuSign and Adobe Acrobat) and remote timekeeping to facilitate efficient communication and coordination during COVID-19 pandemic which required project staff work from home and programmatic and training activities be conducted virtually /online.Responsibilities included : corporate governance for JSI legal registration in Egypt and reporting to GAFI (foreign investment) ; project budgeting and reporting ; cost share tracking and reporting by grantees, partners and subs ; project cash flow management ; development and tracking of costed annual work plans ; financial and other reporting to USAID per contractual deliverables ; recruitment, staff capacity building and HR management ; IT systems and network management ; procurement of project equipment, goods and services incl preferred vendors and large purchases of medical equipment under USAID approved In-Kind Grant to MoH ; security and COVID-19 risk mitigation and management.

Sierra Leone, India, Ethiopia, Zambia + Remote

• Conducted an in-country review & assessment of finance, HR, procurement and operations policies & procedures adopted by projects in India. Provided recommendations for streamlining F&A and operational support to Projects under a Country Office model while maintaining compliance with donor, JSI and government regulations and policies. Donors included USAID, Bill & Melinda Gates Foundation and CDC. • Completed a pre-award assessment of potential sub-recipients’ statutory compliance and eligibility for grants under JSI's "DREAMS" Grants Program (US-DoS $85 million program covering 56 subs in 10 East African countries). Reviewed operating procedures adopted in each JSI country office recommending appropriate changes to maintain consistency with JSI’s standardized policies. • In-country support for start-up of DFID-funded distribution of free health care supplies throughout Sierra Leone. Successfully recruited local teams, provided orientations, secured project offices, established bank accounts, procured equipment and vehicle fleet, setup field accounts (QuickBooks) and prepared operating policies and procedures.• In-country support for planning and implementing a smooth and timely close-out of USAID-funded IFHP Plus Project in Ethiopia, including the closure of satellite offices, documentation of communications with USAID and submission of project disposition plan to USAID.• Rapid start-up of USAID/PEPFAR "Supporting an AIDS-Free Era" project in Zambia -prepared transfer of resources from other USAID projects. Setup satellite office leases, verified 3rd party disposition plans, commenced procurement, logistics and recruitment processes, and completed field operating manuals. Implemented and coordinated the decentralization of provincial offices and trained local F&A staff.• Financial, grants and operational support, acting as Interim Director of Finance & Operations (DFO) for USAID-funded Family Planning Program in Egypt. Philippines, Ethiopia, Nepal + Remote

Hired under an annual Master Services Agreement to provide in-country and remote short term financial, operations, compliance and capacity building support to PLAN International projects worldwide as and when needed. Assignments included:• Financial management and capacity building support in-country for PLAN’s local sub-recipients under the USAID-funded Marawi Response Program in Mindanao, South Philippines. Provided professional guidance and advise to ensure their compliance with USG, USAID and PLAN regulations, policies and contractual requirements.• Project-end financial and compliance reviews, providing lessons learned and best practices which augmented PLAN’s final reporting for the close-out of USAID-funded projects, namely : o Caring for Vulnerable Children Project - Ethiopia (conducted in-country).o Early Grade Reading Project – Nepal (conducted remotely).

Timor-Leste (In-Country)

Managing the field finance, accounting, IT, procurement, security, HR, grants, logistics, contracts and asset management functions for John Snow Inc.’s (JSI) USAID-funded and Australian AID (DFAT) funded child healthcare projects in Timor-Leste (East Timor). Projects included : TAIS-I and TAIS-II (BASICS contract and ImmunizationBASICS Cooperative Agreement), DELIVER, Millennium Challenge Corporation’s Threshold Project on Immunization and the Timor-Leste Health Improvement Project (HIP). Short Term Technical Assistance was also provided to support other JSI projects in Indonesia, namely DELIVER and MCHIP. I ensured project, staff, contractor and grantee compliance with USG, USAID and Australian DFAT policies & regulations and the contractual requirements of each donor. Hired initially as Finance & Administration Consultant and later appointed as Owners’ Representative to the Sheraton Bandara Hotel Jakarta, Tanjung Lesung Resort Hotel and Banten World Travel. I was responsible for managing the owners’ interests in various hotels & resorts, with specific focus on new business development, strategic planning, enhancing existing revenue streams and improving overall profit levels. Particular attention was given to financial and commercial aspects of the various business units and financial modelling for new business expansion projects.
