Robin is Head of Research at HM Inspectorate of Probation, with responsibility for: (i) reviewing and contributing to the policy and operational evidence-base for probation and youth offending services; (ii) ensuring that the inspection standards and organisational positions are evidence-based; and (iii) providing technical advice so that all inspections are as robust and impactful as possible. Also responsible for contributing to strategic and business planning, and providing policy support to the Chief Inspector.Robin has over 20 years' experience of leading and managing research strategies and programmes and undertaking quantitative and qualitative projects across the criminal justice system, continually appraising and building the evidence base. Prior to joining HMI Probation, Robin was head of the Research Programme within NOMS, responsible for developing and overseeing the NOMS research priorities, programme and budget. He was Chair of the NOMS National Research Committee which quality assures internal and external research projects across prisons and probation, and was responsible for the delivery of specific high-priority research projects. Prior to joining the civil service, Robin was employed by the Centre for Criminology, University of Oxford, leading the national evaluation of the Intensive Supervision and Surveillance Programme. Robin's doctoral research was an evaluation of the enforcement of financial Penalties by magistrates'​ courts. He has published articles on both financial penalties and intensive supervision, and is the lead author of a book on managing persistent and serious offenders in the community. He has published on a range of other topics including assessment, intervention delivery, multi-agency working, leadership, and evidence-informed practice.
