The ICMA Senior Advisor (previously called Range Rider) program was established by the ICMA Executive Board in 1974 to make the counsel, experience, and support of respected, retired managers of the profession available to city and county managers and administrators, assistants, and other ICMA members. Senior Advisors are retired managers with extensive experience who volunteer their time to provide a unique source of outside counsel to their colleagues. Senior Advisors are available to meet periodically with members in their states or areas to discuss the profession and concerns of members. Discussion topics range from problems with mayors and councils, overall management questions, relations with ICMA, responses to local controversies such as referenda on the council-manager plan, to career development counseling. All discussions are confidential. Senior Advisors are friends, colleagues, and counselors to the profession—not consultants. The Senior Advisor program is designed to help with personal and professional issues, not to provide technical assistance or solve substantive problems in a local government. Senior Advisors also help communities interested in adopting or retaining council-manager government.

Served on a part time basis in local government as a consultant, project coordinator or interim staff person.

Customer service driven direction of Public Works operations including Streets, Fleet, Sewer and Waste Removal divisions. Rolled out curbside recycling program year, reduced fleet reserve costs by extending fleet life and improved safety with site reorganization. Co-sponsored and conducted first Household Hazardous Waste event in 5 years with local funding and the subsequent year with EPA funds.

Served as transition Village Manager to Historic Landmark community of 8,900 with a budget of $15M and 42 full-time employees.

Managed and lead Public Works department in community of 50,000 people with a budget of $34M and 100 employees. Successes were achieved in the areas of project management, citizen interaction, green initiatives, capital project plans and strategic alignment.

Managed a community of 27,000 people with a budget of $42M and 180 employees. Areas of success include improved relations with citizens and businesses, alternate fuel vehicles, streamlined planning and development processes, utility tax audit initiation and emergency responsiveness preparation.

Managed municipal organization of 160 employees and budget of $28M for a population of 23,000. Created success in economic development, labor negotiation, ethics, fiscal management, innovations, intergovernmental cooperation, partnerships, risk management, grant acquisition, utility and cable regulation.

Assisted in the management of the Village, particularly in human resource functions. Also was the Project Manager for construction of the fire station - on time and under budget. Established successful TIF District, improved relations with the community and chamber of commerce and served as interim department directors multiple times in addition to regular duties.
