Responsible for the implementation of ReachHealth’s technical assistance on COVID-19 emergency response and vaccine roll-out in the designated regional locations. The TMCR is the lead technical resource and manager responsible for the development and implementation of the project key strategies and interventions to support COVID-19 emergency response and vaccination roll-out in their respective area of responsibilities (Visayas, or Mindanao). The Technical Manager supervises Provincial/City Technical Officers for COVID-19 (P/CTO-C19). In close coordination with Regional Advisors, other Technical Advisors for COVID-19 from the National Office, as well as MERLA staff at the national and regional levels, the TCMR is responsible for implementing all project activities in the respective area of responsibility, while coordinating with sub-national and local structures such as the Regional IATFs, Emergency Operation Centers (EOCs), CHD and CHDs COVID-19 TWG, P/CHO COVID-19 TWG, Vaccination Operation Centers (VOCs), private sector, and other stakeholders and development partners at the local and regional levels. The TMCR provides technical assistance and management support for the implementation of a range of COVID-19 emergency response activities, as well as for the vaccination deployment plans of selected project sites.

Primarily responsible for supporting planning, implementation, documentation and monitoring of COVID-19 emergency response and vaccination TA activities at the LGU level. Works closely with technical project staff and collaborating closely with the City Health Offices, City Epidemiology Surveillance Units (CESU), LGU officials, Center for Health Development (CHD) and local health managers, civil society organizations (CSOs) and private sector, and the COVID-19 TWG and Vaccination Cluster, the CTO directly contributes to successfully implementing ReachHealth's goal to prevent and minimize COVID-19 cases and deaths by strengthening the capacity of municipalities/cities and barangays to manage local outbreaks through context-specific technical assistance to city LGUs on community mitigation measures and implementation of the LGU's vaccination deployment program.
