Led the launch campaign and logistics for the first launch of a liquid fueled rocket from Kodiak, Alaska. Also the first commercial launch from Kodiak. Led the team developing Astra's first launch, including launch procedures and anomaly resolution tools. Supported development of several iterations of flight hardware, mobile launch infrastructure, and rocket consumables supply system. Infrastructure team built, and launch team operated, a mobile launch system that could be mobilized in days to any flat concrete pad, with only a handful of people.

Initial facility manager for company expansion to 150k square foot Long Beach facility. Facility activation, initial layouts, move-in, build out.Production, Integration, Test and Launch Lead during expansion, transitioning to Launch Operations lead as company expanded. Led team developing rocket 1st and 2nd stage test stands, launch infrastructure design and build (trailers supplying consumables for stage testing and 747 launch operations), activation and ground testing of infrastructure and ground test stand, initial full system test of pathfinder rocket on ground test stand.

Activated company's first engine test stand, supported final buildup of the stand, wrote initial set of operation procedures, test conductor for stand activation through initial engine hot fires. Integration and Test Lead for the JWST telescope and combined telescope & science instrument module. Scope included planning for, and cost account management of, assembling and testing the composite telescope structure (deployments, vibration, acoustics), integration of large lightweight optics to the structure, integration and alignment of the telescope and science instrument module, and optical testing of the payload in a large vacuum chamber under cryogenic conditions at 20 Kelvin. Responsibilities also included negotiation of requirements for government furnished facilities (clean rooms, environmental test facilities, vacuum chamber) and transportation of large payloads (10m by 5m). Developed ground support equipment concepts for handling and assembly of large, precision, deployable structure. Worked contamination budget issues. Lead numerous trades and yearly program replans to optimize plans and meet budgetary challenges.

Acquisition Manager / Contracting Officer's Technical Representative (cost account manager) for large subcontract supporting planning and execution of telescope optical integration and cryovac testing, as well as providing associated optomechanical GSE. $100m cost account, 10th largest subcontract at NGST at the time.

Hardware lead, unix administrator, and co-creator of a system to remotely monitor salmon passage at a dam on the Columbia River with digital video systems. Automated system captured video at the dam, eliminated empty water scenes, transferred video to university computer systems where workers counted and identified species with custom software client. Hands-on jack-of-all-trades work: designed, built, and installed system of lights, cameras, and housings; designed, built, and fielded server and data handling architecture; wrote the scripts that moved data from cameras to servers to counters to archives; wrote the software used by counters to count fish and process totals.

Technical lead for adaptive optics algorithm test bench hardware and software, an optical bench with deformable mirror supporting rapid evaluation of wavefront reconstruction algorithms. Purchased optics, built working optical system from scratch, authored software control system. Extensive Labview programming.

Integration and test lead for a satellite optical science payload in cross-organizational team. Kept optical performance budget system engineering simulation for a system with picometer level requirements. Managed subcontract for development of a set of interferometry simulation web pages to support the Space Interferometry Mission

On-site responsible engineer during calibration of flight optics and science instruments of Chandra/AXAF x-ray telescope satellite payload, under time-critical year-long series of cryogenic vacuum tests with cross-organizational team. Supported planning of tests, controlling requirements and interfaces across organizations. Developed requirements for cleanrooms, vacuum chambers, transportation. Developed tools for efficient generation of procedures and configuration commands from test databases. Managed subcontract for a man-rated support structure, including design, RFP, vendor selection, subcontract management, and installation.
