Fielded and supported information technology networks, computers, and video teleconferencing systems throughout the Department of Defense Special Access Program community. Analyzed requirements, developed systems to meet user requirements, and managed the system through fielding, sustainment, and disposal.• Implemented procedures to expand the network footprint by 30% even as funding for the system was cut by 65%. • Brought acquisition expertise to bear on a transportable communications effort that had languished for more than 2 years. This $50M portfolio of products was directly responsible for successes in capturing high value targets in the Global War on Terror. Focused on the fielding of audio and video sensors, geolocation devices, and the means to transmit recorded data for analysis without discovery.• Took more than 70 products through concept, development, and fielding, supporting special operations Intelligence Surveillance and Reconnaissance (ISR) requirements.• Leveraged inter-agency partners, national laboratories, and commercial solutions to capitalize and improve upon existing technologies.• Developed the requirement, and executed the contract for a rapid prototyping facility in support of short notice, high visibility, “no fail” requirements across US Special Operations Command.• Managed requirements for non-terrestrial communications services in support of intelligence gathering operations.• Developed product support and life cycle sustainment plans for multiple ISR systems in support the Special Operations community.• Chaired an Inter-Agency Integrated Product Team in support of SOCOM Specific ISR acquisition programs.

Obligated the government for supplies, services, and construction projects in support of US Forces.• Contracted for more than $3M worth of Non-Tactical Vehicles and related maintenance.• Purchased all Commercial Internet contracts in support of US forces in the vicinity of Tikrit, Iraq.• Wrote and executed Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for vehicles and internet services – driving down costs while increasing vendor responsiveness. • Contracted for purchase and delivery of more than $1M in concrete force protection barriers secure polling places from insurgent attacks during the Iraqi national elections.

Managed cost, schedule and performance of the Apache Attack Helicopter TADS Electronic Display and Control (TEDAC), inserting the system into the Apache production line ahead of schedule. Provided government oversight of a remanufacturing facility responsible for removing, cleaning, upgrading and the Apache’s FLIR sensors and then returning them to the Apache production line.• As the only AH-64D qualified aviator in the Apache Sensors office, provided subject matter expertise on AH-64D operations from a pilot’s perspective.• Planned, managed and executed the $4M Apache TEDAC program on budget and ahead of schedule, inserting the new capability into an already existing AH-64D remanufacturing line without delaying the delivery of aircraft to the warfighter.• Saved the government more than $2M by finding excess and remanufactured repair parts for the AH-64 FLIR remanufacture program. • Planned and conducted new equipment training for maintainers and operators of the Modernized Target Acquisition Designator and Sight and the TEDAC for the Apache Sensors Program Office.• Planned and executed testing (to include developmental, operational, and Live-fire testing) of the Modernized Target Acquisition Designator and Sight and the TEDAC for the Apache Sensors Program Office.
