Mr. Cooper Retired from Boeing on 30 January 2014. He provided both Systems Engineering (SE) and Information Systems Security Engineering (ISSE) support to Intelligence and Security Systems (I&SS). The System Security Engineering tasks focus primarily on Information System Security Engineering Lifecycle activities, and Information System (IS) Certification and Accreditation (C&A). Mr. Cooper's last assignment was supporting the Missile Defense Agency (MDA) as an Information Assurance Officer (IAO). Prior to supporting MDA, Mr. Cooper supported the Brigade Combat Team Modernization (BCTM) System of System Common Operating Environment (SoSCOE) product Evaluation. This SSE support included ensuring product compliance to the NSA SOSCOE Evaluation Guidelines. He also supported the development of DIACAP packages for Information Systems incorporating the SOSCOE. Mr. Cooper has also provided System Engineering (SE) Support to other Government programs. These efforts included the derivation of Customer Requirement Document (CRD) to develop a program System Requirements Specification (SRS) and Subsystem Specifications (SSS). Supported the development of Department of Defense Architecture Framework documents (DoDAF) using System Architect, specifically the development of OV-6c (documented legacy data flows) and SV-6c. Documented implementation threads and identified/developed Technical Performance Measures (TPMs). Mr. Cooper also has developed Concept of Operations (CONOPS) and associated architectures for various systems under development.

Mr. Cooper was the Chief Systems Engineer for two Government programs. As the Chief Systems Engineer, Mr. Cooper was the technical lead requiring successful management of the proposal (RFP), design, build/development, test (V&V), and deployment of the systems. Mr. Cooper developed the System Requirement Specifications (SRS), Subsystem Specifications (SSS), Interconnect Control Documents (ICD), Concept of Operations (CONOPS) and subcontractor statements of work (SOW). He planned and coordinated the System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Transitional Readiness Review (TRR), Factory Acceptance Test (FAT), and Site Acceptance Testing (SAT). In both instances received Government accolades for performance.Mr. Cooper was a Network Systems Engineer responsible for the development and test of a multifaceted intra and inter-site multi-level security high speed network (OC-3/12). He evaluated requirements and conducted trade studies to identify the network equipment (transport, network management, Information Assurance) resulting in ATM Core and Edge switch implementation, centralized network management and perimeter firewalls.

Mr. Cooper was a Team Lead responsible for the oversight of a Subcontractor in the development of Information Assurance requirements. Requirements derivation from DCID-6/3.Mr. Cooper was a Network Designer responsible for the design of the Information Assurance architecture for a large scale multi-site network upgrade. He conducted trade studies in the identification of firewalls and intrusion detection and successfully integrated the selection into the system design. He developed test procedures and conducted Operational Test and Evaluation I (at the Factory) and upon successful integration at site supported Site Operational Test and Evaluation II (OAT&E II). The system was accredited at PL-3.

United Kingdom And Colorado

During Mr. Cooper’s tenure, he was a Technical Director (TD) of two Departments supporting an Operations, Maintenance, and Engineering (OM&E) contract (OCONUS). His later assignment was the TD of the Network Engineering Department (1 Year) and the former the TD of the System Engineering Department (3 Years). With regard to the Network Engineering Department, he managed a group of 24 network engineers and technicians in supporting day to day site network operations. The network support included integration of new systems, maintaining current infrastructure (Site Work-Orders), upgrading per technology enhancements (Network Engineering, and conducting network fault and performance management (Network Management/CM).With regard to the System Engineering Department, Mr. Cooper managed a group of 21 Systems Engineers responsible for enforcing Site installation policy and procedures for new and decommissioned systems. Site System Engineering services provided support to the contractor to ensure smooth integration and transition into the Site infrastructure.

Also responsible for the commercial and program engineering drawings.He was a Hardware IPT Lead for a major Government program. Responsible for network design, test, and integration into the system.Automated Information Services (AIS) Manager responsible for the operation of company IT assets.
