Mr. Davison served as an independent consultant offering emergency management; homeland security; capture management; proposal development; training; communications and outreach; policy and program development; and related services. He brings more than 25 years professional experience supporting clients in the public, private, and not-for-profit sectors. His expertise covers the range of the emergency management cycle (preparedness, response, recovery, and mitigation). He has led organizations' proposal units and has managed, supported, and led the design and delivery of more than 200 winning bids with a gross value exceeding $500m during his career. He has been involved in the design and implementation of award-winning communications and outreach campaigns and training programs for numerous public sector clients.

Mr. Davison managed Abt Associates' Global Emergency Management Services program development efforts where he focused on supporting the consolidation and expansion of emergency management initiatives for the firm. He managed a variety of federal projects associated with emergency preparedness, response, recovery, and mitigation; COOP planning; training and communications; and program management. Mr. Davison was responsible for supporting business development initiatives for both environmental and emergency management efforts. In the past three years, Mr. Davison managed and supported Abt Associates' efforts on 22 proposal initiatives ranging from GSA schedule bids to full and open multi-year, multi-million prime and subcontractor support efforts, winning a majority of bids submitted with a potential contract value of more than $300 million.

Mr. Davison served as the Federal Program Business Unit Director overseeing the development and implementation of BDR's Federal and mid-Atlantic programs. Mr. Davison was responsible for the identification, acquisition, management, and service delivery for pre-event planning, training, exercising, policy analysis, communications, COOP, and related efforts for a variety of clients. Mr. Davison also was responsible for all internal functions for the regional office, including fiscal and budget management; staff recruitment and retention; internal policy and procedure development; training; and team building. Clients served included EPA, COG, SBA, and others.

Mr. Davison served as the Director of SRA's Emergency Management and Crisis Communications business unit, overseeing a team of more than 65 professionals and delivering more than $15 million annually in services to federal, state, and local government clients. In this role, Mr. Davison managed four business lines: Continuity of Operations; Training and Exercises; Emergency Management Program (Mission) Support; and Crisis Communications. Mr. Davison managed large, complex multi-task contracts that covered the spectrum of functions and services associated with environmental and emergency management programs, including, serving as the program manager for EPA's $25 million emergency management headquarters (HQ) mission support contract; DHS' $100 million National Exercise Program (NEP) contract; FEMA's Public Assistance subcontract for Hurricane Katrina response; and more than $7 million in contract support to the District of Columbia in the aftermath of 9/11.

Oversaw a staff of 40 professionals and delivered more than $12-15M annually to clients at the Federal, state, and local level. Efforts including providing response support to DC EMA (now HSEMA), FEMA, and EPA after 9/11; assisting with developing initial post 9/11 District Response Plan; supporting the ESF #3 USACE/FEMA national exercise program; managing EPA"s Office of Emergency Management mission support contract; supporting development of regional response plans for numerous Council of Governments; supporting COOP and Y2K work for Treasury, BEP, USAID, and seven other clients; developing family preparedness guides for citizens and other award-winning education and outreach efforts for EPA, DOI, DC HSEMA; managing company's capture and proposal unit for two years and leading more than 40 proposal wins ranging from DHS' National Exercise Program (NEP) $100M contract and numerous emergency management and conflict resolution contracts, to a diverse range of GSA schedule and vehicle efforts.

Mr. Davison was responsible for providing technical leadership and support to a variety of clients in the areas of emergency management; environmental policy and program support; regulatory policy development and analysis; training; and communications and outreach. Mr. Davison served as project manager overseeing contractor support and as an analyst for EPA's HQ Emergency Operations Center (EOC) for every major nationally-significant event and several smaller events between 1991 and 1997. These events included Hurricanes Andrew and Iniki; the Oklahoma City bombing; the Atlanta Olympic bombing; the Midwest Floods; and the Loma Prieta earthquake. Mr. Davison served as a lead trainer for EPA's Toxic Release Inventory (TRI); and supported communications and outreach for a variety of EPA programs. Mr. Davison also supported development of regulations and associated policies for EPA, U.S. Department of Energy (DOE), and the U.S. Department of Transportation (DOT), amongst other clients.

Mr. Davison oversaw marketing and program development for the Los Angeles region for video and retail product lines. He developed tailored marketing campaigns and managed product inventory and revenues for more than a 60 retail store territory.
