As a senior Aviation Safety Inspector (ASI) - Air Worthiness I provided business and technical leadership for the Aviation Safety quality management system (QMS). This QMS was certificated to the ISO 9001 Standard. My leadership extended to the development of our reporting automation tools, the assocated written processes and organizational training that served our 7000 employees distributed globally. This paperless intranet client-server system is a transaction tool to process nonconformance reports, preventive actions, corrective actions and, stakeholder feedback. This system is available to 7,000 employees and drives continuous safety process improvement for this regulatory group.In a collateral supporting role, I provide support contract management of $1M+ annually within the FAA procurment processes. I am effective in determining supply chain requirements and reducing those to statements of work and budgetary estimates, followed by bidder qualification and evaluation that leads to source selection. The contracted work includes procurement of adult distant learning course development.

As the office's GAIN (Aviation System Safety) leader, I led this technical team to collaborate with industry representatives and government regulators to promote aviation system safety concepts and materials. The topics included Safety Management Systems, Just Culture and risk management tools. The materials included configurable but standard operational guides distributed via the Internet. I served as the executive coordinator to the GAIN Steering Committee of aerospace leaders. My organization organized and hosted succesful international safety conferences; Rome, Italy June 2003 (6th) and Montreal, Canada, September 2004 (7th).

As a Project Engineer for United Technologies' Sikorsky Aircraft Division, I superviseda team of engineers and analysts to produce aircraft-specific internal cost and operational effectiveness analyses. The market-driven, helicopter-driven effort assessed product lines such as a variant of the UH-60 Blackhawk helicopter against a competitor's product lines in support of Foreign Military Sales (FMS) and international marketing initiatives (Japan, China, Philippines and Australia), as well as product improvement efforts for the U.S. Military. I worked with an annual staffing budget and performance objectives. I developed briefings of technical material that I presented to the Army and Sikorsky engineering executives. My technical leadership for the Army LHX program included daily interaction with design engineers including design board and scale model reviews. I occasionally met with and briefed the Sikorsky President on classified technical issues. The effort was successful as the design requirements were ultimately accepted by the US Army and made into their Required Operational Capability (ROC). I briefed the Army program executives in the Pentagon and at the Aviation Systems Command, St. Louis, MO. I also briefed the Boeing Executive Team in the course of business negotiations that resulted in the Boeing-Sikorsky LHX Team. This helicopter was approved for limited production and completed initial flight testing. It was the RAH-66 Comanche, a program terminated by DoD in 2005.
