During this time, I exhibited my versatility by completing linear edits in Roads and Highways for Local Road Activity. I also executed event edits for LRAs in Roadway Characteristics Editor along a very tight schedule. In addition, I was asked to contribute to the Local Maintenance and Improvements Grant Program. I am also very proud to share that I georeferenced all Georgia hospital, heliport, and school data points. Other duties and achievement included: Modernized and updated the symbology and legend for the County Map Production Project. Obtained updated and improved spatial data for that project. Worked as an integral member of the Georgia County Map team improving the accuracy of those maps and the pace of their production.Led production of the most accurate Georgia City boundary data as part of the Georgia City Boundaries project; updating over 750 city boundaries.Provided the impetus for crafting a memorandum of understanding between GDOT and the Department of Community Affairs to vastly improve the production and update of city boundaries. Led the resulting Georgia City Annexation Project. Affirmed geospatial data and annexation documentation while maintaining the associated chain of custody data. Granted responsibility for updating all cities in the state of GA.Credited for slashing the time required to fulfill the LMIG program through more effective spatial data; notably improving processes to desired levels for the biggest funded program within the GDOT landscape.

Other responsibilities and accomplishments entailed: Created a web form that sent water sample data to the TN Department of Health Laboratories, saving significant man hours and reducing data entry errors considerably. Architected and improved the process that allowed data exchange of GIS information between TDEC’s Division of Water Resources and the U.S. Department of Interior’s Office of Surface Mining (OSM).Supported initiatives that allowed regular electronic exchange of Water Quality and Water Monitoring data between TDEC’s Division of Water Resources and the EPA, assuring continued federal funding for TDEC.

During this position, I focused my efforts on communicating with municipal governments and generating address lists for AL, FL, and GA on behalf of the Local Update of Census Addresses (LUCA) project. I was also asked to helm quality control and distributed more than 50K large format maps to the Bureau of Census (BOC) personnel across AL, FL, and GA, In addition, I was entrusted to maintain 8 HP4500 plotters for the 2010 Decennial Census Mapping projects on a daily basis. Other duties and achievements included: Executed quality control for counties across AL, FL, and GA for the Participant Statistical Areas Program.Geocoded 10,000+ of addresses for the Non-Response Follow-up (NRFU), No Questionnaire Received (NQR), and Address Canvassing (ADCAN) Deletes project. Identified and solved an immense shipping issue by locating more appropriate containers for maps; shipped thousands of maps simultaneously and saved considerable time and money resources. Leveraged acumen for Oracle SQL Server database, ArcMap 10, and related GIS software to execute Quality Control for an array of projects involving Early Local Census Offices (ELCOs) and Local Census Offices (LCOs), among others.Improved performance significantly by generating a PowerPoint training presentation on Field Data Collection Automation (FDCA) Small Format Map Production utilized in all 57 LCOs in AL, GL, and GA.Bestowed numerous awards for meeting advanced deadlines in fast-paced environments.

While in this role, I established and strengthened both public and private-sector partnerships with the goal of advancing the mission of the organization. I also presented at conferences, attended trade shows, and contributed to meetings held throughout TN. In addition, I was entrusted with taking the reins of an Enhanced-911 project for Lee County, VA which was significantly overdue. I utilized my knowledge of Oracle SQL Server database and ArcMap 9 to get all back on track. Other responsibilities and accomplishments entailed: Led the creation and integration of an improved marketing strategy for the GIS Department; connected with 300+ prospective clients within first 90 days. Commended for negotiating an advantageous Contract Amendment for an E-911 project in Scott County, VA. Reverse engineered the entire Lee County E911 project, generated comprehensive spreadsheets, and contacted residents, confirming resident information and thereby supporting the efforts of emergency services in the area. Commended for successfully overcoming stalled efforts to complete the Lee County E911 Project, thereby obtaining the return of a $300K bond.

During this portion of my career, I crafted and updated the contact list for all principal state agency GIS users in Georgia including GIS Administrators across the US. I established positive relationships with leaders, completed research on grants, and provided direction on specific requirements. I also expanded my knowledge regarding the National Spatial Data Infrastructure Future Decisions Initiative, Federal Geographic Data Committee Geospatial Interoperability Reference Model, and National States Geographic Information Council Business Plan Template. Other duties and achievements entailed: Spearheaded Georgia GIS Data Exchange Program launch with an updated contact list of all Georgia State GIS Users and implemented a survey of those users for their concerns and suggestions for improving Georgia GIS. Elevated outcomes by analyzing GIS Data Clearinghouses in the US and proposing models to achieve compliance with the Geospatial One-Stop Initiative for the state of Georgia.Discovered a pathway to secure federal funds, by meeting their GIS Data requirements, and thereby attaining federal funds to support Georgia State GIS Users. Entrusted to draft “The Georgia GIS Initiative for the Georgia Spatial Data Infrastructure: A Strategic Plan” for Georgia state agency GIS users from 2007 – 2010.
