Action Officer and Site Contracting Officer's Representative (SCOR) in the DES. Technical authority in security force operations responsible for the physical protection of personnel, facilities and sensitive resources and processes Responsible for the overall management, control, coordination and implementation of security guard contract protecting over 60,000 US personnel. Conduct surveillance inspections and review quality assurance inspection reports to assess the adequacy of local contractor and US initiated surveillance programs and contractor performance to ensure compliance with all contractual terms. Guard force additionally protects critical infrastructure of 13 separate installations spread out over 1100 square miles with a property value of over $1.3B. Advise command and staff on use of electronic security technology that includes Installation Access Control system, (IACS), Common Access Card (CAC) interface with Enhanced Pedestrian Security Gate (ESPG), Large Vehicle Inspection system (LVIS), intrusion detection systems, security cameras, and portable explosive detection equipment FLIR Fido X3. Developed a systemic program for validation of security guard requirements. Assess security guard contractor's work performance in day-to-day operations. Knowledge of principles, policies, procedures, and regulations regarding physical security requirements in the use of security guards, contract development and administration, and contract quality assurance. Conduct AT/FP and OPSEC briefings with an audience of the local national security guard force. Research government regulations and provide guidance to personnel concerning security policies and procedures. Conduct Anti-terrorism/Force Protection (AT/FP) assessments of security guard program. Served as a member of the technical review board to select the security contractor. Use office automation software, which includes; Microsoft Word, Excel, Access, and PowerPoint.
