Leads and directs the License Compliance and Lands Services, Fish, Wildlife, and Water Quality, and Environmental Services departments to ensure protection of the natural resources within the Priest Rapids Project (PRP) by implementing the PRP License while supporting Grant PUD’s mission within its Strategic Plan: To efficiently and reliably generate and deliver energy to our customers.Direct and lead 30+ employees across multiple departments including department managers, full time staff, seasonal employees, and various other reports; meet regularly with managers to address operational and/or policy issues that affect each department; maintain communication to ensure compliance with the FERC license, 401 water quality certificate, settlement agreements, environmental permits, and other regulatory requirements. Also works collaboratively with leaders and staff within the Engineering, Operations and Maintenance, Procurement, Wholesale Marketing, Customer Solutions, Internal Services, and Cultural departments.

Responsible for ensuring protection of the natural resources within the Priest Rapids Project (PRP) by implementing the PRP License while supporting Grant PUD’s mission within its Strategic Plan: to efficiently and reliably generate and deliver energy to our customers. Served as Grant PUD’s liaison with FERC on all matters related to implementing and complying with the provisions of the PRP license, including provisions related to Fish, Wildlife, and Water Quality, Recreation and Lands/Shoreline Management, Cultural Resources, and Water Resources. Also provided support services related to federal, state, and local environmental permitting for construction projects. Managed Grant PUD’s Waste Management Program and staff to ensure compliance with all applicable local, state, and federal regulations related to the management of hazardous materials and universal waste.Managed six staff and lead inter-departmental and District wide collaboration efforts to achieve compliance with the PRP License and local, state, and federal environmental regulations. Also worked collaboratively with leaders and staff within the Engineering, Operations and Maintenance, Procurement, Power Management, Real Estate, Support Services, Fish and Wildlife, Recreation, Shoreline Management, and Cultural Resources workgroups.

Responsible for budget development, implementation, and reporting associated with Grant PUD’s fish, wildlife, and water quality (FWWQ) license requirements and management plans, including the White Sturgeon, Pacific Lamprey, Bull Trout, Resident Fish, Bald Eagle, Avian Protection, Wildlife Habitat, Wildlife Information and Education, Rare and Threatened Plant, Northern Wormwood, Aquatic Invasive Species, Water Quality Monitoring, and Vegetation Management programs. Also responsible for obtaining, managing, and reporting for all hatchery related water rights.

Responsible for data collection, reporting, and/or consultation activities for Grant PUD’s water quality monitoring programs in accordance with its 401 Water Quality Certification. This includes set-up and maintenance of automated water quality monitoring systems for total dissolved gas (TDG), temperature, pH, and dissolved oxygen, database management, and annual reporting requirements. Provides data, guidance, and support to the District fish biologist making recommendations on Grant PUD’s fish-spill program as it relates to TDG issues.
