• Emergency Services Consultant, to the Fire and Security divisions of the Department of Ports Administration for the restructuring and retraining of both divisions. Responsible directly to the Director of the Department• Developed the Airport Emergency Plan for Pago Pago International Airport including the interface liaison with other Federal and Local Agencies • Client Representative for the concept, design and construction management of a US$10 million ARFF station under FAA (Airport Improvement Plan) funding.• Prepared technical performance specifications and contract documents for the procurement of two new 1500 gal and one 3000 gal ARFF trucks inclusive of the specialist equipment to be. Managed the full procurement process inclusive of quality control, manufacture testing and delivery certification.• Designed and prepared the technical specifications, for the procurement of a specialist Command Vehicle, managed the full procurement, manufacture, and delivery process• Project managed the design, documentation and procurement process, including preparation of specifications, quality management and delivery acceptance, for the refurbishment of existing ARFF trucks.• Client Representative for the concept, project direction, design, construction and commissioning of a new state-of-the-art US$18 million Hot Fire Training Facility (HFTF), inclusive of the radical design of the aircraft mock-up interior, to enable the aircraft trainer to supply confined space training and multiple configurations.• Managed the Procurement process for the mock-up and all specialist equipment for the HFTF.• Established and managed the first fire-fighting academy on the island to enable US Pro Board certification.• Advisor to the Territorial Department of Homeland Security on the management, supply and acquisition of appliances and equipment for first responders.• Establishment of a South Pacific Islands Regional Fire Training Centre to serve the Pacific Island nations
