NWCC is an ambitious “North Star” vision of where NATO must take its Military Instrument of Power (MIoP) to maintain its advantage in 2040. It supports coherence in the collective warfare development work which is at the core of ACT’s mission. It is also ACT’s contribution to a package of NATO’s best military thinking. The NWCC sits with Allied Command Operation’s Concept for the Deterrence and Defence of the Euro-Atlantic Area (DDA) as one of two capstones to 2019’s Military Strategy.

Responsible for managing the Supreme Allied Commander’s Nations Interaction Team to support capability development across the NATO Nations and our partners at the Chief of Transformation, Ministerial and Chief of Defence level.

Formulated the commanders strategic vision, strategic messages, and provided advice on emerging technologies -assessing innovations to transform NATO forces to meet 21st Century Challenges. He managed Alliance ‘think tank’ activities, conducted major strategic events and collaborated with international defense and security institutes, academics and international organizations to identify emerging strategic issues.

Responsible for advising the Department of National Defence, Canadian Industry and the Canadian Government on US policy and programmatics related to ballistic missile defense. While at the same time acting as the chief advisor to the US government and the Director MDA on Canadian policy, military capabilities, command and control, and industrial capabilities related to missile defense operations.

Responsible for air operations curriculum for all advanced professional development courses in the Canadian Forces, at the postgraduate level. Controlled all curriculum development and delivery for aerospace syllabus items and aerospace doctrine development related to joint and combined operations as well as all War-gaming simulations and Command and Control Exercises. Major subject areas included: national and strategic studies; with an emphasis on strategic planning and joint and combined operations.

Responsible for curriculum development, business planning, resource management, policy development, change management and new business practices. Conducted all advanced technical courses for the Canadian Air Force including the Aerospace Systems Course; Basic, Advanced and Senior Officer Electronic Warfare Courses; Basic and Senior Officer Space Indoctrination Courses; and all Aerospace Operations Courses. Responsible for the instruction and supervision of all thesis advisors for postgraduate level Aerospace Systems Course and editor for all technical reports published by the school.

Flight test authority and Test Director for the test and evaluation of all aerospace systems and avionics installed on all aircraft in the Canadian Forces fleet fighters, helicopters and transport aircraft. Included systems engineering, flight test engineering and project management. Project director for an average of 30 to 40 major flight test programmes a year; including the first ever NATO airborne laser warning receiver trials and the helicopter integrated navigation system performance evaluations.

Retired Canadian Air Force Senior Officer having dealt with every aspect of strategic and operational planning, policy development, and the management of high-technology aerospace acquisition programs. Extensive operational experience as a Navigator and Tactical Officer in the Long Range Patrol community, is a qualified aerospace systems flight test engineer and was the Commander of Systems Flight Test at the Canadian national Aerospace Engineering Test Establishment for four years. As such, he was the Program Director and Airworthiness Authority for all systems flight test programs for every aircraft type in the Canadian Forces, responsible for some 20-40 projects a year ranging up to $70M. Extensive training and education experience as an instructor, instructor supervisor and in syllabus and curriculum development.
