Team lead for design and development of DisasterAWARE, an integrated, geospatial platform providing situational awareness, decision support, and information exchange capabilities. The team practiced the Agile/SCRUM methodology and includes software engineers, GIS specialists, QA analysts, and experts in the earth sciences along with sponsors and end users.Accomplishments:Managed the design, development, and launch of DisasterALERT, a publically-available mobile application that won 1 million subscribers during its first year. Relied upon by executive team to manage the most complex and strategic projects, e.g.:Implement DisasterAWARE for the National Disaster Warning Center, Thailand, funded by the United States Trade and Development AgencyEvaluate the risk of earthen dam failure in Hawaii (138 sites) for the Hawaii State Department of Land and Natural ResourcesManage for the Socialist Republic of Vietnam the National Disaster Risk Management Capacity Building project funded by the World BankResearch and identify grant opportunities, evaluate feasibility given center resources and commitments; organize the proposal team; prepare labor estimates, project plan, and budget; ensure compliance with all terms and conditions; perform final edit.Designed and implemented a customized and “right sized” project management methodology to accommodate the specific needs of the center. Over the course of time, consolidated project planning for all center projects working with the subject matter experts to define work breakdown structure and dependencies across projects to more effectively project and mitigate labor constraints in the midst of disaster response scenarios.
