Despite significant roof damage, much of the passenger terminal remained habitable.Responding to these challenges, airport staff, Federal Aviation Administration (FAA), Transportation Safety Administration (TSA), and other relief workers cooperated to clear the runway, establish interim security procedures and perimeter, and open the airport under visual flight rules(VFR); allowing the first relief plane to land on August 30.In early September, the airport handled more than 3,000 flights per day, evacuating more than 10,000 people per day. The airport became a multi-function hub for the rescue and recovery effort, accommodating more than 5,000 military and civilian relief workers, a field hospital, and other recovery functions. It continued in this relief role even after scheduled passenger flights returned on September 13.
Overall management of the Dayton International Airport. Achievements at Dayton included:- Restructuring senior management responsibilities to focus on economic development. Rather than being the landlord of vacant facilities, the airport became a developer, bringing corporate headquarters, aircraft maintenance, and "just-in-time" delivery facilities to the airport campus. - Enhancing the capital stock while minimizing air carrier costs. Tapped numerous funding sources, including federal entitlement and discretionary aid, state and county economic development funds, PFC-backed bond borrowings, debt refinancings, and synthetic debt service reserves to fund projects. - Labor negotiations – participated in renegotiation of the City's Police, Fire, and other master labor agreements. All agreements negotiated without the necessity of arbitration.

Negotiated initiation and expansion of service, acquisition of gates, terminal space and support facilities, and financial relationships.
