Commander - Naval Forces Europe – Naval Forces Africa – Sixth Fleet (CNE-CAN-C6F)

• Directed all BMD planning and delivery in the Navy’s European Command AOR to include the U.S., NATO and partner nations.
• Awarded 3rd Navy Commendation Medal for “Strong performance in advancing the BMD Mission in Naval Forces Europe.”
• Led the planning team for the establishment of a new Command, Task Force Six Four (CTF 64) to include CNO approvals.
• Served as the senior AEGIS SME for multiple bilateral BMD exercises and Tomahawk Land Attack Missile (TLAM) certifications.

Tactical Training Group Atlantic (TACTRAGRULANT) - Virginia Beach, Virginia

• Integral member of the leadership team of a specialized Navy unit that provides coordinated tactical training to Fleet units.
• As BMD Module Head, led 4 officers and 15 contractors during BMD training. Directly responsible for the certification of all BMD capable ships. Also serve as a Senior Instructor of BMD, Integrated Air and Missile.
• Proactively forged and leveraged relationships in the BMD community globally to ensure the Navy’s BMD remained a top priority.
• Engineered the stand-up of AEGIS BMD Ashore facilities for the nations of Romania and Poland.

Tactragrulant - Virginia Beach, Virginia

• As the forefront of BMD training for the institution, led the training & certification of 16 BMD capable ships in the Atlantic AOR.
• Frequently called on to develop custom training plans on short notice that were tailored to meet the needs of specific 5th and 6th Fleet units for such issues as emergent schedule changes and dynamic deployment dates.
• Stood up the schoolhouse’s new BMD Exercise Training Program.
• Significantly improved the quality and expanse of BMD training through the crafting and rollout of a “Train-the-Trainer” program.
• Worked with several contractors in the technical training community as well as specialists in BMD to establish the Ballistic Missile Defense Exercise (BMDEX) Program. Provided realistic fidelity and simulation of.
• Directly responsible for the integration of the AEGIS BMD overview into the U.S. Joint Forces Command (USJFCOM).

USS Vella GULF (CG 72)

• In charge of the AEGIS Combat system, all weapons, sensors and communications systems onboard a Ticonderoga Class guided missile cruiser with 330 personnel. Led a Department of 80 enlisted personnel and seven officers.
• As Senior Watch Officer, orchestrated watchstanding, qualifications and the professional development of all ship personnel.
• Choreographed a Ballistic Missile Defense upgrade and a comprehensive system groom during an extended shipyard service period.
• As a key member of ship’s Integrated Training Team and leader of the Combat System Training Team, navigated the ship through a compressed training cycle and several formal audits, earning advanced certifications in all.
• While ship functioned as the Combined Task Force Flagship, noted for exceptional leadership in supporting counter-piracy operations and trust building events with Russian, Chinese, European, and Indian Navies.
• Oversaw the training and formal qualification of scores of Surface Warfare Officers (SWO), Tactical Action Officers (TAO), Officers of the Deck (OOD), and Engineering Officers of the Watch (EOOW).

USS S. W. Groves (FFG 29)

• Directed the Engineering operation of a Perry Class Guided Missile Frigate with ~200 personnel. Managed the operation and maintenance of 2 × General Electric LM2500-30 gas turbine engines generating 41,000 shp (31 MW).
• Ranked #1 of 5 Department Heads by the CO. Quote: “LCDR Evans sets the standard for Chief Engineers on the waterfront!”
• Served as the Tactical Action Officer during the majority of ship’s drug busts at sea. One of these included capturing 5 metric tons of cocaine from a semi-submersible vessel, an unprecedented counter-narcotics.
• Managed a $4.2 million shipyard service period where 80% of the work was engineering related. All projects completed on time.
• Awarded first Navy & Marine Corps Commendation Medal at conclusion of this tour for meritorious service.

USS A. W. Radford (DD 968)

• Fulfilled various senior leadership functions onboard a Spruance Class Destroyer with ~340 personnel.
• Planned and executed a comprehensive training regimen tailored to achieve Watchstander proficiency for all Department personnel.

• Fulfilled many and diverse executive leadership roles onboard a Ticonderoga Class Cruiser with ~340 personnel.
• Qualified and served as Officer of the Deck in Underway Conditions – the highest qualification obtainable (In Command).
• Also qualified and served as Junior Officer of the Deck, Combat Information Center Watch Officer, Tomahawk Engagement Control Officer, Engineering Training Officer, Anti-submarine Warfare (ASW) Evaluator, Engineering.
