Mr. Roy Matthews Jr. is a program manager with over 40 years of operations, leadership, and program management experience. For 30 years he was active duty Air Force then spent an additional 12 years as a contractor for the Department of Energy’s (DOE) National Nuclear Security Administration (NNSA). His most recent work has been focused on consulting efforts for all Nuclear Weapons Council (NWC) activities. He has specific expertise in strategic planning and control, nuclear weapons engineering, stockpile stewardship, weapons armament systems, weapons analysis, aircraft maintenance, nuclear and conventional munitions, and nuclear weapons and support infrastructure management for DOE, NNSA, and Department of Defense (DoD). He has served as Senior Program Manager, Team Lead, and Project Manager for multiple task orders for 12 consecutive years. He has led and managed NWC program activities for DOE and NNSA; he served as a senior consultant to eight Executive Action Officers acting on behalf of the Administrator and Deputy Administrator for Defense Programs for NNSA. He has provided pandemic solution sets for the emergency management group for the Department of Homeland Security (DHS). He has explosive safety planning and hazard analysis experience too. He also has over 10 years of government contract administration experience. He has managed project, cost, and schedule control teams. As an avid communicator he possesses a keen ability to resolve problems through effective dialogue and logic-based problem-solving skills.
