- Lead the Systems and Software Engineering division to modernize systems and software engineering lifecycle practices across the entire portfolio of Naval efforts at NIWC Pacific comprised of 5000 + scientists, engineers, and IT professional with annual budget of $3.3B.- Provide technical direction and guidance to various stakeholders (Lead engineers, Product/Program managers) on agile development methodologies, distributed architectures, model driven development, API first design and user centered design.- Built strategic roadmap and vision to align multiple product lines into single platform. - Led a team of over 60 software developers and engineers responsible for multiple product lines supporting Naval C2 systems ranging from research and development systems utilizing latest Machine Learning to fielded systems supporting the US Navy fleet with a budget of over $120 M annually.-Led development of DevSecOps environments utilizing Amazon Web Services (AWS) gov-cloud platform. Reduced deployment times from many hours to under few minutes for a large C2 software system. -In charge of all aspect of software development and integration with IaaS and PaaS baseline. Evaluated enterprise integration and interoperability issues with MTC2 software components. Identified integration roadmaps and developed integration guidance for developers, identified tradeoffs and provided status updates to key stakeholders.

-Supervised over 16 Scientists, Software Engineers and Developers focused on developing and transitioning cutting edge research and development systems in command and control (C2) planning and battle space management. Conduct performance reviews and provide ongoing feedback on individual and team contributions. Conduct employee one-on-one to identify and address performance issues as well as identify areas for growth. Provide coaching and mentoring to ensure all supervised employees are on track to meet individual, project and the enteprise's goals and objectives. Measure and track progress of key deliverables.-Provide strategic vision and guidance for a portfolio of over 10 projects developing C2 Collaborative software products. Ensured application of agile methodologies as well as application of collaborative and automated tools is applied to improve speed to delivery. Collaborate with project managers and team leads to ensure software products meet both functional/non-functional requirements. Continuously monitor and track progress as well as conduct project reviews to ensure deliverables met customer requirements.

- Defined and implemented collections of software metrics identifying software maintainability, reliability, extensibility, testability and security to guide agile software development process to continuously improve code quality and improve the cyber readiness of software products. -Rolled out enterprise-wide capability to develop dashboards using JIRA to keep track of software quality metrics as well as metrics for agile project management for multiple product lines across over 40 different projects. -Developed an automated testing environment using Test Complete and SOAP UI to support rapid testing of SOAP/REST web services and other middleware products.

- Developed a software quality assurance standard for a space assets management system by collaborating with multiple contractors and government organizations. Established a quality control standard by integrating code analysis tools such Sonarqube, Findbugs, Fortify into software acceptance process to significantly improve quality. Reduced rework and cut down delivery time from several months to product delivery every 2 weeks. - Advised Program Manager and the Chief Engineer for a program with over $100 million annual budget on various technical topics including adopting and implementing best practices for agile software development such as Scrum, developing a cloud-based test bed for prototyping Big Data and Machine Learning solutions. -Led a team of software engineers in designing, implementing and testing prototype system to integrate multiple security checkpoint equipment for Transportation Security Administration (TSA). Designed and implemented RESTful Web Services for the “Checkpoint of the Future” prototype. As a lead engineer I was responsible for all technical decisions and supported the PM identify appropriate budget and schedule for all technical tasks

-Developed multiple mobile apps on Android and iOS platform to track research and development efforts across multiple agencies including Department of Homeland Security (DHS).-Developed Java services to translate legacy message formats into standards-based XML and JSON messages streamlining legacy message translation across a large, distributed sensor system.-Developed prototypes utilizing machine learning algorithm in Python and R and data bricks to explore future requirements and conducted analysis of alternatives.
