As part of EnviroForensics, Mr. Powell manages project progress and directs project teams on implementation approach according to IDEM Remediation Closure Guide protocol. Specifically conducting environmental investigation and remediation activities for insurance policy holders in defense of law suits from regulatory agencies. He manages complex relationships fostering the cohesive involvement of several PRPs on multiple sites with co-mingled contaminant plumes requiring implementation of remedial solutions for chlorinated solvents, hazardous materials and petroleum hydrocarbon impacts. As Lee & Ryan’s EMAC Program Manager, Mr. R. Scott Powell, P.E., ensures that Task Orders are implemented in accordance with NAVFAC Midwest EMAC requirements. Mr. Powell oversees the Project Management of EMAC Task Orders confirming they are managed in accordance with corporate and NAVFAC quality and safety standards. Mr. Powell is the single point of contact between NAVFAC Midwest Contracting Officers and Lee & Ryan. Task Orders include projects at Naval Station Great Lakes, Naval Support Activity Crane, and Naval Support Activity Mid-South.

Wilmington, North Carolina Area

Mr. Powell has conducted work for Naval Facilities Engineering Command (NAVFAC), Marine Corps Base Camp Lejeune (MCB CamLej) Environmental Management Division, MCB CamLej Range Development Division, and private corporations. Mr. Powell is responsible for proposals, Engineering Estimates/Cost Analysis (EE/CA), action memorandums, work plans, Sampling and Analysis Plans (SAPs), technical memorandums, and closeout reports. He has managed cleanup actions at Non-Time-Critical Removal Action sites and Unexploded Ordinance (UXO) sites. Mr. Powell manages the installation, modification, maintenance, and decommissioning of groundwater treatment facilities, air sparge/soil vapor extraction systems, and biosparge systems.

As Project Engineer for Enviro Matrix Land S.E.A. Corp. (EMLS), Mr. R. Scott Powell provided leadership and technical expertise in asbestos inspections, environmental site assessments, hazardous materials assessments, and storm water management reviews. Mr. Powell is experienced in the preparation of technical reports; work plans; sampling activities including groundwater, surface water, soil, sludge, and air. Mr. Powell has worked on hazardous waste sites across Michigan, and routinely provides on-site project consultation for large scale remediation and demolition projects.While at EMLS Mr. Powell has completed tasks on projects for the City of Detroit’s Far East Side redevelopment project including historical research, sampling, reports, municipal and regulatory agencies. The City of Detroit is turning vacant land described as “Urban Blight” into a revitalized tax base. Environmental site assessment work by EMLS and client liaison, Mr. Powell, is expanding this effort. Mr. Powell has consulted on a site with known soil and groundwater impact providing regulatory guidance for site remediation and development. The project has assisted in turning an impacted defunct site into a viable and profitable property.

While at Soil and Materials Engineers, Inc. Mr. Powell held a senior engineer position and conducted site assessments, hazardous materials assessment, on-site consultation for remediation and redevelopment projects. Mr. Powell was responsible for proposal development, project management, field activities, report preparation, and client maintenance. Mr. Powell authored standard operating procedures for field work, and assisted in the editing of report template language. Mr. Powell also trained junior staff in standard field procedures and was a resource to review technical reports.
