As the Director of the Leadership Development Division, I serve to increase the leadership capability of the Department of Housing and Urban Development (HUD) workforce through the implementation of our Leadership Development Framework. Our aim is to increase leadership competencies and graduated proficiency throughout the course of careers to strengthen HUD’s talent pipeline. I lead an adept team that serves to provide a continuum of comprehensive training to leaders ranging from the aspiring leader to the tenured executive. Training not only complies with Federal and Departmental regulations but provides cutting edge development that empowers the workforce to improve performance and exceed HUD mission objectives.

Robin interviews leaders who provide strategies that enable success. Robin is a business strategist who works with both government and industry organizations to increase productivity and establish results through strategic planning and execution, leadership development, workforce development and team building. Robin is a Certified Professional in Training Management (CPTM), Executive Coach and Lean Six Sigma Green Belt who received her Strategy and Performance certification from Georgetown University.

The Office of Executive Councils, composed of Chief Acquisition Officers Council (CAOC), Chief Financial Officers Council (CFOC), Chief Information Officers Council (CIOC), Performance Improvement Council (PIC), President’s Management Council (PMC) and President’s Management Advisory Board (PMAB), sponsors a cross council fellows program aimed at developing emerging leaders who demonstrate the ability to perform at the highest level. The Fellows program provides an opportunity for leaders to grow professionally through a unique set of educational seminars, professional development enrichment opportunities, thought leadership from current government officials and events sponsored by the Executive Councils through Fiscal Year 2017. Fertilize Your Faith (FYF) is a non-profit organization that provides leadership, communication and professional development training. FYF additionally provides seminars to youth and adults on the issues of faith building, maturation and renewal.

As Rural Development's Acting Assistant Director of Human Resources for the Human Capital Management Division, I oversee the strategy, development, implementation, reporting, and continuous improvement of USDA’s Rural Development (RD) workforce and succession planning through the management of the Human Resources Information Systems Branch (responsible for systems access, security and reporting), the Talent Management Branch (responsible for professional and leadership development) and the Policy and Programs Branch (responsible for Agency guidance, employee engagement, employee recognition/awards and performance management). I serve RD Leadership and the Human Resources Director on RD initiatives and act on behalf of the HR Director in the Director’s absence. I work with the Department and RD leadership to policies for RD’s human capital management initiatives to efficiently and effectively attract, recruit, onboard, develop, and retain a high-quality, productive workforce for the Department in accordance with merit systems principles.

As Project and eGovernment Manager for the Department of Transportation’s (DOT) Office of the Chief Information Officer (CIO), Robin Talmadge creates and sustains functioning governance mechanisms for Information Technology policy making, enforcement and decision making to make government effective, transparent, and accountable. Ms. Talmadge is equally dedicated to building the organization’s culture, capability, capacity, and engagement through team development and has established a high performance workplace model for improvement through team building and targeted, interactive training. The model was developed by utilizing project management and Lean Six Sigma skillsets. The model, which was successfully deployed in the IT Policy and Oversight function, is targeted to be deployed in multiple functions within the DOT OCIO. Ms. Talmadge has been instrumental in the creation and/or revisions of Departmental guidance such as the Federal Information Technology Acquisition Reform Act (FITARA), Earned Value Management, Strategic Plan, Acquisition Planning Guide/IT Considerations (IT Governance/CIO), Investment and Program Management Guidance) Liaison/Advisor to Acquisition/SPE, General Counsel, and Human Resources at conferences, IPTs and meetings.

PROJECT MANAGER / LEADER- Led a team of cross disciplined, functional, industry, and investment analysts in the review of functional portfolios to enable investment decisions resulting in certified portfolios accounting for ~ $7 billion and ~1,200 covered Defense Business Systems (DBS).-Managed the development /delivery of the sufficiently analyzed and statutorily compliant 2013 Congressional Report on Defense Business Operations in less time while reducing costs.ADVISOR- Presented analytics to the Defense Business Council, composed of Presidential Appointees and the Department of Defense’s Senior Executive Service to enable investment decisions. CHANGE AGENT- Provided targeted messaging through the creation of reports, information session briefings, webcast scripts and guidance to introduce a complex message concerning changes and adherence with the newly formed Investment Management Process.COLLABORATOR- Teamed with Military Departments to support the completion of the Information Technology Investment Management (ITIM) self- assessments that validate the Capital Planning and Investment Control Process (CPIC). Worked to positively engage teams and promote a cohesive message about the Department’s investment management process.- Managed the stakeholder engagement to ensure transparency between the requestor, functional leads, and the DBC leadership while evaluating portfolios in order to detail areas requiring focus to execute End-to-End (E2E) business processes.PORTFOLIO MANAGER- Conduct detailed analyses on changes to the Component portfolios of business IT investments to manage integrated portfolios, mitigate identified risks, and instill the portfolio management concept of select and control.
