Initiated corporate focus on Homeland Security in 1999; established ANSER Institute for Homeland Security in April 2001, positioning the corporation as a leading contributor to emerging national mission; won contract to establish and operate the Homeland Security Institute Federally Funded Research and Development Center in 2003. In 2007, established Applied Systems Thinking (ASysT) Institute as a collaborative endeavor with Stevens Institute of Technology to advance the application of systems thinking to nationally important problems.

Led Directorate of Science and Technology, with several thousand employees and annual budget of several hundred million dollars. Responsible for design, development, global deployment and operation of high technology systems for cost-constrained, high capacity, high reliability, real-time applications; leveraged diverse spectrum of technologies, with particular emphasis on information processing and telecommunications. Initiated programs to exploit emerging information technologies applicable to collection and analysis missions. Developed Agile Intelligence Enterprise concept to describe vision of desired intelligence apparatus. Initiated and sold concept of nonprofit corporation to accelerate technology transfer from industry into the CIA; In-Q-Tel subsequently established.

Albuquerque, New Mexico

Led Sandia’s Advanced Information Technologies team. Activities included forging strategic relationships and alliances with major corporations on cognitive interfaces; with high-level Government organizations, e.g. the White House Office of Science and Technology Policy, on information technology applications in training; with industry coalitions, e.g. the Council on Competitiveness, on information surety; and with universities, e.g. with Lehigh University, on agile manufacturing.

Led and managed workforce with $100M annual budget, responsible for development, maintenance, and operation of engineering test facilities. Facilities included testing ranges in Tonopah, Nevada and Kauai, Hawaii in addition to those located in Albuquerque. Initiated strategic focus on computational simulation as an essential element of the system validation and certification process. Initiated and deployed activity-based-costing principles to enhance organizational understanding of cost drivers. Managed test facility consolidation and workforce downsizing in response to post-Cold War national security environment.
