Providing the leadership for the coordination of the Homeless crisis response system in the City of Virginia Beach, VA and the oversight of the day to day operations of the City's new Housing Resource Center. The Housing Resource Center consists of efficiency apartments, single and family shelters, a health clinic, supportive services and other community resources that will operate in one facility, 24 hours per day, 365 days per year.

Ruth was responsible for guiding the organization from concept to predevelopment – working with its board to secure planning funding for the project as well as advocating for the program’s launch to state and local government entities, foundations, corporations, and individual private donors. Ruth helped to lead the board during the planning phase and helped oversee a board transition team that continues to look for collaborative ways to fill the substance use disorder gap of services in Hampton Roads. Responsible for the largest domestic violence shelter program in Virginia; responsible to manage the general affairs and operations of a 130 bed homeless and domestic violence program including development, program administration, financial management, property management, outreach, and education. Responsible for the management of a $2.4 million agency budget, a staff of 34 employees, including 52 units of property. Increased and met development goals to over $600,000 annually. Successfully managed over $500,000 in homeless services grants through local state and federal disbursements annually. Successfully developed and was awarded a contract with the City of Virginia Beach to provide the precursor to a homelessness centralized intake system named Connection Point; developed and brought for board approval new policies for staff and program implementation including Guiding Principles for Direct Service Staff; served on the executive committee for B.E.A.C.H. (Bringing an End to All City Homelessness) and the VBHARP, the City of Virginia Beach Continuum of Care homeless committee. Show less
