About Ryan Mcgough
Contingency planning serves the purpose of preparing for threats, emergencies and potential risks, both those that are known or identified and those that are unexpected. These plans can define how an organization reacts, how it allocates its resources, manages its communications and the logistics of distributing its resources. For the last ten years, I have been overseeing contingency planning that has impacted global B-52 nuclear operations. As a member of a very select group of officers who implement B-52 nuclear operational plans, it is imperative that I manage the threat assessment, capability gap analysis and proactive planning processes. In addition, I am an experienced operations leader who has managed budgets of up to $163M and overseen human resources and employee relations for a 92-person organization. I understand how to lead people through change and know how to connect with a diverse team of people to motivate them to exceed expectations. Executive Program Manager
My diverse team of 30 specialists in operations, intelligence and communication supported all nuclear operations and weapons plans and ensured that they were complete, updated, accurate and operable. As the sole decision-maker who coordinated B-52 operations and strategic support as needed by the highest levels of nuclear weapons executive leaders, up to and including the President of the United States, Secretary of Defense and the Chairman of the Joint Chiefs of Staff, I created multiple plans that were ready for implementation at a moment’s notice. My featured contributions include:♘ By assessing stakeholder needs and discovering an opportunity to streamline, I incorporated Lean Six Sigma principles to transition from manual procedures to digital and reduced the ad hoc contingency planning timeline by 67%. ⚐ I directed a full-scope, 6-month project that transitioned 40+ computers and 22 active B-52 aircraft to a new mission planning system, from creating the plan that updated hardware, software and data transfer cartridge devices to balancing the schedule with managing security and mitigating system downtime. ☝ Constantly monitoring ever-changing threats and risk climate, dynamic operational priorities and emerging capabilities, I proactively modified strategic plans for all contingencies, prepared accountability reports and advised the most senior DoD leaders.

Overseeing the Weapons System Trainer training program, I provided both simulation and hands-on instruction for aircrew flying operations. I upheld training and personnel record management in accordance with HIPAA and Privacy Act regulations. My highlighted contributions include:✓ In order to provide a realistic training environment and ensure combat readiness for aircrew personnel to perform conventional and nuclear missions, I set the schedules, led the development of curriculum, lesson plans, training aids, tests and evaluations and oversaw safety programs within ground and air operational environments.♘ Supporting continuous process improvement, I conducted aircrew debriefings after training and combat missions that included analysis of operations and increased accuracy for future endeavors.☝ I interpreted and applied HR laws, investigated complaints, made final decisions about disciplinary actions, up to and including termination and also identified candidates for promotion, advanced training or certification.
