I worked as Contracts & Procurement Manager on many projects & in this role I undertook all activities relating to the pre-award (formation) and post award (administration) of engineering, procurement and construction contracts for all types of projects using many different contract types. Project roles have been as Owner’s Representative, Managing Contractor (EPCM) and EPC, managing lump sum and target price contracts. Responsible for a highly talented team of consultants, I completed many challenging assignments in industries as diverse as the Post Office, Telecoms, Brewing, Marketing, Oil, Rail & Overseas Aid. I personally wrote Cmnd 9912 “Post Office Procurement Efficiency” for the Monopolies & Mergers Commission. My assignment to the Solomon Islands for DfiD introduced me to Overseas Development Aid activities and resulted in my paper entitled “Procurement for the Government of the Solomon Islands”. I completed ‘process improvement’ projects for Blue Chip companies called ‘Priority Based Budgeting’ through which we made savings of around 15% in reduced management cost while retaining service levels. My final project was for BP in Aberdeen and resulted in a radical and detailed proposal to reduce the scale of its base operations from 200+ staff to 50, but this was ahead of its time.
