East Timor

Adviser to East Timor Ministry for Finance and Planning. Capacity Building Adviser to the Minister for Finance and Minister for Agriculture. Introduced a higher level of strategic thinking within Ministries in budget submissions through mentoring and training of Timorese staff. Designed and implemented improved processes for preparation of budgets including strategies for Ministry budget expansion (i.e. business case justification which resulted in receiving an additional 240% of funding, which was unprecedented).
