1992 - 1996: I was the personal representative of the Commander of U.S. Army Europe (USAREUR) to the Pentagon. I facilitated and coordinated all USAREUR staff actions within the Department of the Army, including personnel, operations, logistics, and PPBES input. I routinely coordinated directly with the White House, Congress, the media, and other executive agencies, as well as DOD.1991- 1992:I led the Plans and Program Division responsible for developing and resourcing training strategies for the Army in Europe. I managed the migration of the 65,000-man force to a training strategy based on using simulations, simulators, and devices to substitute for field training exercises. The resulting strategy maintained or improved USAREUR’s combat readiness while reducing operating tempo costs by more than 25 percent. 1990-1991: I managed the program office responsible for all aspects of developing and fielding the Combat Maneuver Training Center, then the Army’s newest and most sophisticated combat training center. I developed and implemented strategies and plans for facilities, equipment, personnel, and instrumentation and managed an annual budget of $30+ million. As the training center became fully operational, I managed the transition of the program management function to the training center.1985-1989: I led three project teams, a technical support cell, and an analytical support contractor in managing the Army’s $150 million combat training center’s instrumentation program. I developed procurement strategies, statements of work, performance specifications, and independent cost estimates; and acted as the Contracting Officer’s Technical Representative (COTR) for contracts up to $40 million. I was personally responsible for the Army Master Plan for this program.1976-1985: I served in a variety of command and staff positions in mechanized infantry units, at all levels from division staff to platoon leader, in the United States and Germany.
