Responsible for safety and preparedness functions at the state’s flagship research university including emergency management, fire and life safety, physical security, and information technology programs.• Prepare and administer the Department of Public Safety’s annual operating budget of $10.3M, manage a fleet of 50 vehicles, assist with personnel administration for 85 employees, and coordinate long-term strategic planning.• Serve the university administration as a member of the Strategic Budget Planning Council, Administrative Policy Task Force, and NEASC re-accreditation self-study team. Perform work on special assignments related to institutional policy development, financial modeling, and strategic planning.• Direct a community-wide, all-hazards emergency preparedness program that addresses hazard mitigation, business continuity/continuity of operations, public information and warning, emergency response and recovery, and community outreach and education. • Serve as Incident Commander and/or EOC Manager for planned and emergent campus incidents and events including hurricanes, winter storms, power outages, public health emergencies, civil disturbances, sporting events, concerts, and other campus activities.• Oversee the Department’s health and life safety divisions including Fire and Life Safety, Environmental Health and Safety, and Alarm Services; Work with the heads of these divisions to ensure the University meets or exceeds applicable state and federal laws, codes, and regulations while promoting a community-wide “culture of safety.”• Manage administrative aspects of all Public Safety divisions, including University Police and Transportation and Parking Services, with a combined annual budget of $12 million and 80+ personnel; Develop and maintain a five-year department-wide strategic plan based on input from the Director and all division heads.

Plan, implement, and track all-hazards emergency preparedness training throughout the Department of Health and key partner agenciesMaintain situational awareness on day-to-day basis and during deployments to the State Emergency Operations Center; Analyze event intelligence to determine response priorities and tacticsParticipate in the Department’s 24/7 on-call emergency notification and response role; Serve in assigned ICS roles during the Department’s response to all-hazards incidents, applying emergency management laws, executive orders and regulations such as the Robert T. Stafford Act, the National Response Framework, and the National Incident Management System (NIMS) as to emergency operations procedures and emergency notification; Serve as ESF #8 Liaison at the State Emergency Operations CenterServe as Tactical Communications Coordinator for the Department, manage all tactical healthcare communications systems statewide; Supervised build-out of a new, state-of-the-art emergency communications center within the Department of Health’s Department Operations Center (DOC) and supervised upgrades to hospital radio equipment

Oversaw all Rhode Island EMS education programs including training and supervision of licensed EMT instructors and maintenance of course curricula; Implemented innovative hybrid classroom/online solutions for EMT refresher courses and EMT-Instructor/Coordinator training programsCoordinated EMS-related aspects of emergency preparedness for the Department, including rollout of a new statewide Major Incident protocol and development of the State’s first EMS Pandemic Response PlanContributed to development and implementation of new pre-hospital patient care protocols, including a new ST-Elevation Myocardial Infarction (STEMI) protocol, and revision of existing protocols to comply with current Emergency Cardiac Care (ECC) guidelines of the American Heart Association
