About Sam De Silva

I have been named in the Who’s Who of Information Technology 2024, the Who’s Who of Data Privacy and Protection 2024 and the Who’s Who of Data Security 2024 as one of the world’s leading lawyers in those areas of law (one of very few UK lawyers to named in all 3 categories). I was also the only lawyer in the UK to win Lexology’s esteemed Client Choice Awards in 2021 and 2024 for Data Privacy & Protection. I specialise in advising both customers and suppliers in the best practice for the procurement and supply of complex technology projects including outsourcing (IT, BPO and off-shoring), system development and supply, system integration, software licensing (including SaaS, IaaS and PaaS), support and services agreements. I also regularly advise on strategic commercial contracts, e-commerce data protection, cyber-security and PCI DSS issues.I am regarded as an international expert in risk management and was the Co-Convenor on an ISO Working Group which led the development of the world's first International Standard on the Management of Legal Risk (ISO 31022). In 2019 I won a prestigious BSI Standards Makers Award in the category of “Representing the UK”. In 2020 at the 11th annual CIR Risk Management Awards I was named the winner of the Risk Management Champion Award and at the Global Sourcing Association UK Awards for Best Practice in Strategic Sourcing 2020/21 my work was recognised by being named winner of the ‘Social Programme of the Year’ category. I was also the winner of the Governance Champion of the Year at The Chartered Governance Institute Awards in 2021.I am recognised as a leading individual for IT in the Legal 500 and in Chambers & Partners directories. Recent quotes from directories include: "clearly very knowledgeable”, “commercially aware”, “extremely good at explaining complex points to non-legal employees and strong at fighting his corner in negotiations”, “the dynamic Sam De Silva demonstrates very impressive speed, efficiency and knowledge, and is technically brilliant”, "very pragmatic”, “considerable technical expertise”; "an expert on non-contentious IT matters”; “particularly noted for his expert knowledge in IT procurement”, “pays attention to the detail and is robust in his advice and in discussions”, praised for “his understanding of the industry and its players", “always clear in his advice and he takes a commercial view of things” and my favourite, "If we were talking about IT Top Trumps, he would be the best card to have in your pack".I am qualified to practice law in England and Wales, Australia and New Zealand.
