I currently serve as the Senior Cost Analyst supporting the Cybersecurity and Infrastructure Security Agency (CISA) Cybersecurity Division (CSD) Capacity Building (CB) Component. I am leading a team of cost and data analysts in efforts to produce and update cost estimates for the CB Continuous Diagnostics and Mitigation (CDM) and Cybersecurity Shared Service Office (CSSO). Our team is also producing a uniform cost data collection plan and template to implement at CISA CB and eventually conform with DHS-wide data standardization efforts. I also lead Tecolote's support efforts on a contract that assists CB and the Joint Cyber Defense Collaborative (JCDC) with budget/financial management, procurement package development, and CDM acquisition requirements development.I served as a cost analyst supporting the United States Coast Guard MH-60T Helicopter Sustainment Program. I produced a cost model in the Automated Cost Estimating Integrated Tools (ACEIT) including comprehensive LCCE documentation. I was responsible for developing Cost Review Board meeting materials and meeting minutes, as well as preparing, developing, and updating the Cost Estimating Baseline Document. Previously, I served as a cost analyst supporting PMW 240 (MyNavy HR Program Office). I developed the cost estimate for the Navy Personnel and Pay (NP2) system, an agile software development effort to create a new integrated personnel and pay online capability. This cost estimate included costs to establish a cloud environment using Amazon Web Services for legacy (Navy Standard Integrated Personnel System (NSIPS)) and NP2 data hosting.I also served as a cost analyst for the Army Cost Joint Project Manager for Medical Countermeasure Systems. I developed the first LCCE for the JPM MCS program on Rapid Opioid Countermeasure Systems (ROCS).

I served as a cost analyst for the COLUMBIA Class Program Office (PMS 397), which is overlooking the research and design for the next generation of nuclear strategic deterrence submarines for the U.S. Navy. I researched and analyzed data for the Non-Recurring Engineering (NRE) and Government Furnished Equipment (GFE) cost estimates. I presented cost estimates to NAVSEA 05C management, PMS 397, NAVSEA 08, Strategic Systems Programs, and many other Navy and DoD stakeholders. Previously, I worked for the Naval Enterprise Networks (NEN) Program Office (PMW 205) as a member of the Acquisition/Program Control (PC) team. I provided PC and acquisition support for the Next Generation Enterprise Network (NGEN). I was the project manager for developing the Outside the Continental United States Navy Enterprise Network (ONE-NET) and Piers Cost Analysis Requirements Description (CARD), and I was co-responsible for making updates to the NGEN CARD. These items are required acquisition documents that are essential components of the program lifecycle. For these responsibilities, I held meetings with NGEN Integrated Product Teams (IPTs) to ensure that the program has a description of the technical and programmatic features used by IPTs preparing program cost estimates. I then analyzed the provided inputs to ensure the accuracy of any resultant changes to the CARDs. I successfully completed the courses required for the Defense Acquisition Workforce Improvement Act (DAWIA) Level I Project Management Certification. Our team was awarded the 2013 Competition Excellence Acquisition Team of the Year Award by the Assistant Secretary of the Navy for Research, Development & Acquisition.Before Navy work, I was a member of the Economic Impact Analysis team where I contributed research, analysis in macroeconomic models, and report writing for EIAs.

As a Project Analyst with USTDA, I worked on many projects in the Agency's South and Southeast Asia region portfolio focused mostly on clean energy, transportation infrastructure development, and the information and communication technology sectors. I was also involved with the more hands-on side of project development and management through interactions with foreign delegates and U.S. business and government actors involved in USTDA's Reverse Trade Mission program.

I constructed databases and graphs and wrote a part of an economic impact study of energy product prices on energy and manufacturing sectors in the EU for the European Commission. I reviewed surveys and analyzed building characteristics for potential energy and demand savings associated with energy efficiency measures in commercial and residential spaces throughout Arizona. I obtained exposure to modeling techniques by building a county-level residential energy price database to input into a propane model, and research and data extraction to update a short-term oil price model.
