Represent HR&C in cross-functional and cross-organizational teams and represent TVA on industry-wide taskforces. Consulting experience supporting a wide range of program evaluation and data analytics contracts for a quantitative consulting firm serving clients in the federal and private sectors. Led team of geographically distributed consultants and analysts in engagements collecting data, merging public and private data sets, analyzing data, and publishing results in support of a Presidential Executive Order, internal U.S. Department of Labor (DOL) products, and evaluation reports for DOL’s Occupational Safety and Health Administration (OSHA), Mining Safety and Health Administration (MSHA), and Chief Evaluation Office (CEO). Created a first ever Attrition/Retirement Risk Model for MSHA based on retirement eligibility, job importance to the MSHA mission, and agency input for all 3,400 employees to facilitate succession planning, development of staffing plans, and continuity of operations. Led team that merged public and private DOL data sets, developed an analysis plan, and provided quality controls of finalized data in the first evaluation of the OSHA Federal Employee Compensation Act FEDeral TARGeting (FECA FEDTARG) Program. Directed work and development of three employees (Consultant, Senior Analyst, and Junior Analyst) increasing their data visualization, data communication, consultative, and proposal writing skills. Each employee has since advanced through promotion at Summit.

Served as primary contact for external vendors/contractors and mentor for graduate research assistants. Managed comprehensive studies for DOE Office of Science analyzing the supply and demand of its STEM workforce using local and national survey data collected by ORAU, NSF, and DoEd. Managed seven subcontractors/external vendors for various evaluation projects under contracts valued between $5,000 and $100,000. Recruited, supervised, and mentored a team of 6 graduate research assistants and 1 postdoctoral fellow on program evaluation design, survey design, metrics creation, data analytics (quantitative and qualitative), and results presentation. Four of these individuals now are team leads of Program Evaluation/People Analytics groups at their organizations. Designed evaluation frameworks, data collection instruments and analysis plans for six national workforce development programs funded by the DOE Office of Science at its 17 National Laboratories representing $10-20 million of investments annually with an evaluation budget of approximately $800,000. Participated as subject matter expert to NIH Office of Extramural Research to draft a literature review of underrepresented minorities in the STEM fields. Led a team of graduate students that prepared over 100 annotated bibliographies for a meta-analysis of results. The team was created specifically for this study. Coordinated and managed external panels for DOE Office of Science peer review and committee of visitors formats. Designed and conducted longitudinal surveys of participants in DOE workforce development and ORAU faculty award programs with histories of about 10 years and 20 years, respectively.

Supported wide range of management and business development activities for 109-member university consortium that generates annual revenues in excess of $360M from complex government contracts. Established and implemented data principles/policies applicable to project controls; program management, and assessments that fell within compliance with multiple federal agencies. Served as SCRUM Product Owner working with developers and SCRUM Master to implement agile development processes. Established metrics for performance management through benchmarking based on past performance, peer performance, and national statistics on STEM enrollment at the university level and STEM employment statistics. Managed data systems to monitor the status of over 8,000 research participants annually assigned to over 200 research centers under contracts with DOE, CDC, NASA, and other federal agencies. Developed and/or supported more than forty proposals that resulted in 21 government and private sector contracts with a combined value of $7 million. Developed dashboards and visualizations with applicable metrics required for project management and project controls for over 300 concurrent projects. Managed components of Oak Ridge National Laboratory workforce development programs with combined budgets in excess of $10M with no audit exceptions, findings, or cost overruns. Supported data quality and statistical analysis for CDC’s National Health Security Preparedness Index comprising over 5000 data points from multiple external sources. Managed US delegation to the Annual Lindau Meeting of Nobel Laureates (Lindau, Germany) representing a coalition of federal agencies, private industry, and not-for-profit entities. Founded inaugural delegation to Heidelberg Laureate Forum (Heidelberg, Germany) for young computer scientists and mathematicians to meet with winners of Fields Medal and Turing Award as cooperative effort of ORAU and NSF with pilot funding of just over $100,000 for 20 participants.

Served as lead Academic Partner for the United States. Coordinate the US delegation to the Annual Meeting of Nobel Laureates in Lindau, Germany from nomination process to logistical planning to follow-up surveys.
