My practice focuses on representing business clients in tax policy and tax controversy matters. I advise clients on federal tax issues that involve representation before Congress, the Treasury Department, the IRS, and state tax authorities. With thirty years of experience as a tax attorney and CPA, including eight years with the tax-writing committee of the U.S. Congress, I am particularly qualified to advise on and find solutions to complicated and unusual tax problems. While with the tax-writing committees, I worked on most every major piece of tax legislation enacted into law from 1996 to 2003. Since joining Venable in 2003, I have worked on several tax proposals that were enacted into law, ranging from pension proposals in the Pension Funding Equity Act of 2004 to, more recently, tax and retirement proposals in the Protecting Americans from Tax Hikes (PATH) Act of 2015. I have also worked with companies and state legislators on state and local tax initiatives. As a senior tax controversy partner, I advise business clients on significant tax controversy matters involving the IRS and represent companies in federal and state tax disputes. I am fluent in Spanish.
