I worked with intermittently with various agencies in support of the GFATM to:- analyze GFATM HR costs within the national health programmes and to develop a transition plan to move all HR costs to the MoH budget while ensuring the sustainability and ongoing performance of the programmes. - analyze GFATM funding flows to develop recommendations for health financing models for the next round of GFATM grants.- analyze GFATM support to public ART services and make recommendations on their transition to full MOH management.

I undertook a functional review of epidemiology services at regional level to determine the appropriate functions, responsibilities and the required staffing levels and competencies for the Regional Epidemiology Surveillance Units (RESUs) to effectively perform according to newly proposed legislation and international standards.

In this $2 million p.a. project with 50 staff, I was responsible for all aspects of project management including financial management, reporting, oversight of implementing partner operations across six provinces, and for the achievement of contracted outcomes. As part of the phasing out of this project, the particular challenge was to work with MoH partners to integrate the Voucher Project into the MoH public health system and ensure the institutionalization of project success factors.

Worked with Regional and Country Management teams in Lao PDR, Myanmar and Cambodia to develop and implement new salary and grading structures that support Country Strategy and are consistent with Plan International policy and with local market rates. Provided advice on organization design in relation to rapid growth demands. In Lao PDR, worked with the Country Management Team to review existing HR policies and practices and develop a new Staff Handbook that meets Plan Laos needs, is consistent with local practice and is compliant with Plan International policies and the Lao PDR Labour Law.

I conducted an analysis and review of the results of the implementation of the ADB’s Strategic Framework and Action Plan for Human Resource Development in the Greater Mekong Subregion (2013-2017), including an assessment of the WGHRD’s infrastructure, activities and systems. This involved conducting a series of in-country consultation meetings with government representatives, development partners and ADB staff. Based upon the feedback received and data collected through a desk review, I made recommendations to the GMS Secretariat regarding the future scope, organization arrangements and functioning of the WGHRD, especially as it relates to regional cooperation and contribution to economic development.

As “Coach” of the Cambodian L4UHC team, I supported the team through the L4UHC programme and in applying leadership learnings. I also provided support in the design and implementation of Rapid Results Initiatives which are an approach to the delivery of stretch goals using a process of experimentation and learning. Was responsible for monitoring and reporting and contribution to the ongoing development of the L4UHC programme.

I have worked with the World Bank and more recently with GIZ to provide advice and support to the CAR on various aspects of the RGC National Programme for Administrative Reform including the design and phasing of reform activities, capacity development to support the NPAR and the development of a monitoring and evaluation framework. A key area of activity was working with development partners and ministries on the design and implementation of incentive schemes to support development programmes.

Working under the CDPF to design a MoEYS management reform strategy that addresses education sector priorities, that is consistent with the RGC’s Public Administrative Reform Programme and that supports the establishment of a performance-based culture.Working with the Department of Personnel to design and implement a performance management system for 22,000 non-teaching staff at national and sub-national level that addresses the the need for RGC ownership and sustainability and ministry’s constraints.

As part of the World Bank's Demand for Good Governance (DFGG) project, the Citizen Engagement Theme aimed to support learning and dialogue amongst state and non-state citizen engagement practitioners, and to share the knowledge generated with a wider audience of practitioners and partners. I facilitated a series of dialogue workshops with expert practitioners using a story-telling approach. We synthesized key lessons from the experiences of practitioners and used innovative presentation techniques to present the stories and lessons to an audience of practitioners and partners at a Knowledge Fair. I also produced a publication to enable the wider dissemination of the citizen engagement lessons and knowledge.

I worked with the Principal Recipient Agencies to develop a Human Resources Manual and associated systems and processes that addressed key HR needs as a requirement of the GFATM. This included a review of diverse PR needs and practices, the facilitation of discussions on harmonization of HR policies and the development of a new salary and grading structure.

Contributed to the development of DG BRIDGE as a learning and multi-stakeholder dialogue programme on democracy and governance. Facilitated DG BRIDGE Workshops focused on: strengthening of democratic governance in Dang Province, Nepal; civic education strategy development with the Thailand Electoral Commission; strengthening of democratic governance in Indonesian local government. Received accreditation as a Level 3 DG BRIDGE Facilitator.

Responsible for providing guidance and input to the Ministry of Commerce on the development of a Cambodian trade sector-wide approach (SWAp) strategy and monitoring framework for capacity development (Pillar 3 roadmap).

I have provided institutional capacity development support to a number of ministries and institutions within the Royal Government of Cambodia, including CAR, MoH, MoC, MoSVY, MRD, MEF and MPWT.
