Sam managed various activities under international expansion and public sector engagement. Under international expansion, Sam managed the incorporation of a new subsidiary company in both Singapore and the UK, including market entry strategy, 3 year business plan, development of sales and support strategy for early product sales, signing of a reseller agreement with a local value-added reseller, talent scouting for country manager and engagement with local public and private sectors organisations through Austrade and other strategic partners. Sam also undertook early market entry research for future company expansion to the US.Sam also managed public sector engagement, primarily focussing on business development and responding to funding opportunities. This included providing input to the Australian National Quantum Strategy, participation in the Australian Quantum Alliance and securing $3m revenue in successful tender submissions with state governments. This was supported by the implementation of company-wide investment prioritisation process, translating investment of company funds into viable projects to enable dynamic capital allocation.

Sam was the Program Manager for the delivery of the world's first diamond quantum computer operating in ambient conditions at the Pawsey Supercomputing Centre in Perth, AU. This program comprised research and product development projects and was successfully delivered in May 22. Sam also led the establishment of the global Portfolio Management Office (PMO) and implemented a new project management methodology across the organisation. This significantly improved consistency and transparency of project delivery, enabling strategic and dynamic portfolio investment across research, development, risk reduction and growth.

Sam was the lead Program Manager managing a team of eight embedded Industry Partners within the Defence CFI Industry Partner Directorate. In this role Sam had overall responsibility for a program of 40 facilities and infrastructure projects, with total capital value of approximately $4b. His team of Industry Partners undertook the role of CFI Project Director for each project, providing assurance, governance, oversight and direction to impact successful project outcomes and delivery. Sam led the transition and stand-up of the program from award in May 21 to steady-state by Dec 21. The projects within Sam’s portfolio covered Planning, Development and Delivery phases with a range of Sponsor groups including Army, Navy, Air Force, Intelligence, Property Management and Estate Planning. The projects were delivered in multiple locations across Australia and range from $10m to over $500m with a variety of contracting models.

During this period Sam worked on multiple tenders including:Defence CFI Industry Partner Contract: A 5-9 year engagement covering program management, project management and design services to deliver facilities and infrastructure to support Defence capability. As the nominated Program Lead, Sam was the lead author of the DCAP (methodology), continuous improvement and KPIs. Sam also was the sole author of an alternative pricing model for PMCA and Design services that was adopted for the program. Sam was a key contributor to interviews and negotiations, which led to successful contract award in May 2021. The program was estimated to generate over $100m in revenue over its full term.Defence PMCA Riverina Redevelopment Program: A $1.2b facilities and infrastructure program across Defence bases in Wagga and Albury/Wodonga. Sam co-authored the DCAP (methodology) and resourcing schedule, and participated in personnel interviews which led to successful contract award in June 2021, with $10m revenue.

Sam led the development of the Statement of Work for the $5b+ national Fuel Services Contract that was tendered in August 2020. This was based on an ASDEFCON contract model but had a number of departures due to the specific nature of the Fuel Services Contractor as a national embedded integrated managing contractor. The Statement of Work was developed under a performance-based framework intended to drive outcomes and reward collaboration and improvements across the entire partnership with Defence.

Sam was embedded in Major Projects Canberra, managing a range of health infrastructure projects under the enabling works program for the $500m Canberra Hospital Expansion Project. Projects included building works, demolition, internal fit-outs, staging/decanting and site-wide services reticulation in an operational health environment. This role required a strong focus on stakeholder engagement across health and external government departments.

As the Program Operations Manager, Sam built and managed core project operations for a national program of works. He monitored and drove functional components of the program, improving internal efficiencies and external performance. This role required substantial client and stakeholder interaction, reporting progress, managing risk and implementing strategy to meet schedule and financial targets. Reporting directly to the National Program Director, this role relied on building a strong team culture for 100+ project staff to ensure smooth delivery of 500 active projects over a $500m program of works. In this role Sam implemented multiple changes to improve program performance for both Aurecon and Defence.

Reporting directly to the National Project Delivery Director, this role encompassed national client interface, program schedule management, procurement and tender evaluation board management, contracts governance and escalation, and building and retaining teams of engaged project managers.

Sam managed a team of 6 project managers delivering $30m of projects annually for Defence. The projects covered a variety of disciplines, and impacted numerous stakeholders and locations. Project sizes ranged from $1m - $10m, with typically 30-40 active concurrent projects. Sam was accountable for the performance of all projects in his portfolio and managed resourcing planning to meet project demand. Sam was also the lead stakeholder relationship manager for all Defence sites in the ACT and southern NSW.

As a client side project manager, Sam managed projects on behalf of Defence on various sites across Australia. These projects ranged from building works and infrastructure to environmental investigations and heritage conservation, and consistently presented new and interesting challenges. Critical success factors for these projects were an ability to engage with a variety of stakeholders across multiple sites and coordinate project delivery within operational environments.

Specific projects Sam managed at Fujitsu include the relocation of 100 staff and associated IT infrastructure, the migration of virtual machines for the Department of Industry, and the installation of a new visual weather system for Defence.

As a Mathematician and Project Manager Sam managed a research project in the area of photovoltaic cell efficiency. This project was part of a wider research program sponsored by the US National Solar Fund, that brought together chemists, material scientists, engineers and mathematicians. Sam was regularly involved in liaising with complimentary research groups, generating and analysing new ideas with his project team, running lectures for 100+ students, professional reporting for research outputs and progress reports, and one-on-one meetings with students seeking mentoring or additional support. The project findings were published in Optics Communications.

Sam was the sole author and editor of a crossword book that was sold Australia-wide. Published every two months, each issue comprised 50 crosswords.

During his time at the University of Sydney Sam worked under Nalini Joshi AO running academic research projects in the field of nonlinear waves. Sam’s research findings were published in Inverse Problems, Nonlinearity and in his PhD thesis. Sam collaborated with other research projects and presented at conferences in Australia, Europe, Asia and Africa. Sam was the recipient of multiple awards including a scholarship to collaborate on overseas research projects in France and the UK.
