In my development as both an academic researcher and a practical engineer, I have gained expertise in all aspects of satellite navigation, many aspects of spacecraft design, and the general problem of engineering systems design and optimization under uncertainty. Most of my published research focuses on mitigating uncertainty for aviation users of satellite navigation by augmenting the existing GPS civil signals with wide-area and local-area differential corrections. Careful monitoring of the measurements used to derive these corrections allows us to approximately quantify the residual risk and thereby tailor these systems to support all classes of aviation users. One of my primary goals is to apply the lessons learned from GPS augmentation systems to the future modernization of GPS itself and the fielding of similar systems in Europe and Asia. I perform research that supports architecture development, system optimization, and integrity verification for applications and augmentations of Global Navigation Satellite Systems (GNSS), including the Global Positioning System (GPS) and emerging systems elsewhere in the world. In particular, I have been instrumental in the development of Ground Based Augmentation Systems (GBAS) to support aircraft precision approaches and landings in low-visibility conditions, including the Local Area Augmentation System (LAAS) developed by the FAA. I have also supported the development of Ground Based Augmentation Systems (SBAS) and other means of integrity verification for GNSS users.
Participated in U.S./Japanese research program -- National Science Foundation (NSF) Summer Institute. Supported work on HOPE space shuttle dynamic model identification and low-speed controller design. Developed and analyzed multi-model controller to compare with test performance of PID and LQR controllers.
Conducted research on the future structure of the U.S. Air Force. Performed statistical analysis and generated model of future aircraft basing options. Created basing option cost analysis software and published results for the USAF and the Department of Defense (DoD). The results of this study were validated by subsequent USAF operational experience. Remained a consultant to RAND until 1997.
Summer intern in structures/mass properties. Performed analyses and organized status reports for Airbus A310-304 interior modification project. Conducted product research to support detailed component analyses.
