As the Deputy Program Manager, I manage the operations and maintenance for the Electronic Health Record (EHR) for a federal immigration program.

As a senior systems engineer, I managed the successful deployment of laboratory system interfaces between the DoD Electronic Health Record (EHR) system, MHS GENESIS and legacy systems at four Go-Live Medical Treatment Facilities (MTF).

At Millennium, I developed and deployed software solutions for the Sea Warrior Program, providing direct support to assistant program managers and reporting to the Technical Director. I developed and managed functional testing and system integration testing for PMW 240’s IT portfolio, ensuring IT solutions meet stakeholder requirements and overseeing preparation of accurate test summary reports for internal and external stakeholders. I also provided recommendations on adapting Agile methodologies for systems engineering and testing.  Played integral role in quality assurance, ensuring compliance of contract deliverables with quality guidelines and standards for Sea Warrior programs.  Conducted requirements and test case analyses to ensure traceability from requirements and user stories to test cases; managed defect remediation lifecycle using JIRA or Target Process.  Performed Sprint reviews of contractors’ unit test cases, verifying satisfaction of user story acceptance criteria.

At CGI, I provided guidance and leadership on implementing hybrid SDLC methodology during the U.S. Navy transition to Agile methodology. I served as a Senior Agile Project Manager in developing the Navy’s ARM system, a .NET applicant prospecting web app improving recruiting process management. I managed a cross-functional team of 20 employees and contractors, reporting monthly health checks (financial status, risk management) to senior leadership team. I created job requisitions and conducted interviews to keep the project fully staffed and gathered requirements, preparing user stories; I also leveraged Scrumban boards to track status user stories during sprints.  Managed major project generating more than $4M in revenue with 20% contribution margin, developing and maintaining project schedule and milestones.  Developed effective relationships with internal and external stakeholders to ensure technical solutions met Navy Recruiting Command’s requirements.

As Assistant Program Manager Engineer, I led one of PMW 240’s first adoptions of Agile hybrid SDLC in implementing ETMDS (AtlasPro learning management system) and LMS-DL (Navy’s elearning system). I collaborated with systems engineering leads to ensure successful deployment of IT solutions and managed the integrated master schedule (IMS) to ensure timely product delivery, identifying and mitigating risks throughout the product lifecycle from acquisition to deployment.  Cultivated effective relationships with external stakeholders and testers, facilitating weekly drumbeat meetings to ensure project success.  Reviewed and updated technical documentation to ensure accuracy, including systems engineering plans and requirements documentation. Sea Warrior Program (PMW 240) – DoD Test Lead Performed requirements and test case analyses to ensure traceability from requirements and user stories to test cases, developing and implementing system integration test plans.  Prepared functional and system integration test summary reports, reviewing test deliverables for compliance to quality guidelines and program standards. Expeditionary Logistics (ExLog) Wargame VII – Pre-Sales Engineer Reviewed detailed request for proposal to demonstrate COMMANDmobile® as proof of concept (POC) at Expeditionary Logistics (ExLog) Wargame VII; designed and implemented mobile app data forms.  Performed product demonstration of COMMANDmobile® for interface partners via web-conference using IOS simulator.
